Performs administrative work providing assistance to the Criminal Division, and related work as apparent or assigned.  Work is performed under the supervision of the Associate City Attorney and with work direction from the Administrative Coordinator.

This position requires a successful passing of a criminal background check and job evaluation. 

Essential Job Functions:

  • Obtains and analyzes police reports to determine appropriate witnesses, charging status, existence of evidence by searching multiple databases and reviewing other law enforcement materials, assigns next step tasks, and obtains follow up information or documents. Opens files in the case management system and obtains necessary DVS and criminal history information.
  • Monitors court scheduling of criminal cases and updates case management system accordingly, maintains criminal files, closes criminal files by determining any final tasks needed, notifies police agency of final case outcomes.
  • Creates and prepares cases for trial by printing paper files, documents, and photos: obtaining certified documents; and gathering evidence for trial. Prepares and files documents with the court using Odyssey File and Serve.
  • Provides assistance and back-up support to the Administrative Coordinator and Legal Assistant (Victim Witness Liaison) and Law Enforcement Video Analyst; provides clerical support to the Associate City Attorney and Assistant City Attorney; assists City Attorney upon request.
  • Functions as the department's initial contact with the public, answers general inquiries, refers the public to other appropriate contacts, and provides notary services for office staff and the general public. Maintains office supplies.
  • Performs other tasks as assigned.

Minimum Qualifications   

  • High school diploma or GED. 
  • One year of experience as a legal secretary, legal assistant or paralegal in a criminal law environment, OR One year of experience in a court administrator’s office dealing with criminal cases, OR One year of experience with a law enforcement agency working with police records; OR similar equivalent experience in a criminal law or law enforcement environment.
  • Minnesota Bureau of Criminal Apprehension Criminal Justice Information Security certification within six months of hire.
  • Commissioned as a notary public within six months of hire.
  • Valid driving privileges in the State of Minnesota

Knowledge, Skills and Abilities
Thorough Knowledge of: 

  • City and department policies and procedures; 
  • Microsoft Office Suite and position-specific software applications; 
  • Structure and process of district court and Minnesota criminal law; 
  • Legal forms, terminology, and procedures; knowledge of laws relating to notary publics and Minnesota Data Practices Act; 
  • Victim's Rights laws;

Skilled in:

  • Using word processing, e-mail, internet browser, and complex computer programs for case management, document management, court records, criminal histories, drivers' licenses, and various digital audio/video programs; 

Ability to:

  • Use Microsoft Office Suite and position-specific software applications; 
  • Process large quantities of data while managing telephone interruptions; 
  • Manage and prioritize multiple work tasks with little or no direct supervision; 
  • Use discretion in the handling of confidential matters; 
  • Be flexible in accepting changes in responsibilities;
  • Operate and use office equipment; 
  • Effectively communicate both orally and in writing; 
  • Establish and maintain effective working relationships with co-workers, supervisors, other departments, outside agencies or vendors, public officials, and the general public.


Physical Requirements
This position occasionally requires exertion of up to 25 pounds of force and standing or walking. This position regularly requires sitting, speaking, and hearing; using hands to finger, handle, feel, and perform repetitive motions; and preparing and analyzing written or computer data. Position has no exposure to environmental conditions and its work is generally in a moderately noisy location (a light traffic business office). Position has standard vision requirements;
