Responsible for the performance of various duties related to the management of a housing development. Enforces dwelling leases, adjusts rents according to established criteria, inspects units, counsels families, and identifies social problems.

DUTIES AND RESPONSIBILITIES (illustrative only):
• Assists Housing Manager in the performance of all duties necessary to effectively and efficiently manage housing development.
• Maintains a resident computerized database and enters or deletes information as appropriate.
• Promotes neighborhood stability.
• Prepares or assists in preparation of various reports.
• Assists in training support staff.
• Inspects units and grounds and notes deficiencies.
• Counsels with residents as necessary.
• Conduct lease readings and informs residents of Authority requirements and programs.
• Refers residents to both internal and external resource centers.
• Computes and adjusts rents. Monitors rent payments and assist with legal actions to effect rent collection.
• Attends resident and community organization meetings as required

KNOWLEDGE, SKILLS AND ABILITIES:

• Working skill in rent computation.
• Some knowledge of lower-income resident characteristics.
• Knowledge of modern office practices, procedures and equipment.
• Some knowledge of the general provisions, objectives and philosophy of rental assistance programs.
• Some knowledge of Federal and State laws, rules and regulations pertaining to housing programs.
• Some knowledge of lower-income resident characteristics.
• Some knowledge of the judicial civil process.
• Ability to maintain files of accurate and complete information on each program participant.
• Ability to gather, organize and analyze data and compile reports.
• Ability to effectively gather pertinent data from clients through the interview process.
• Ability to make accurate mathematical calculations.
• Ability to establish and maintain an effective working relationship with housing staff, residents, and other city agencies.
• Ability to apply and interpret department policies and procedures.

MINIMUM QUALIFICATIONS AND EXPERIENCE: (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)

Education: Successful completion of a bachelor's degree program in business/public administration or one of the behavioral sciences.

Experience: Ability to obtain certification as a Public Housing Manager (PHM) or Certified Property Manager (CPM) within two years of employment.

ADDITIONAL REQUIREMENTS:
Public Housing Manager (PHM) or Certified Property Manager (CPM) certification required within two years of employment.

PREFERRED QUALIFICATIONS:
Related housing management experience.

STRENGTH REQUIREMENTS

• Light Work: Exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Even though the weight lifted may be only a negligible amount, a job should be rated light work: (1) when it requires walking or standing to a significant degree; or (2) when it requires sitting most of the time but entails pushing or pulling of arm or leg controls; or (3) when the job requires working at a production rate pace entailing the constant pushing or pulling of materials even though the weight of those materials is negligible. NOTE: The constant stress and strain of maintaining a production rate pace, especially in an industrial setting, can be and is physically demanding of a worker even though the amount of force exerted is negligible.

• Stooping: Bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles. Described in terms of duration.

• Fingering: Picking, pinching or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.

• Near Acuity: Clarity of vision at 20 inches or less.
