Summary

The primary purpose of this position is to support the Controller by managing the daily activities of assigned accounting staff in the Finance department. The incumbent will be responsible for overseeing accounts payable and receivable, cash management, contract monitoring, general accounting, and Section 8 accounting systems. 

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.

  • Ensures timely and accurate processing of Accounts Payable and Receivable.

  • Monitors financial payments on contracts and assures compliance with financial limits and term of contract. Communicates with departments at strategic intervals to ensure compliance with HACP standards.

  • Verifies that all finances are appropriately recorded and reported, funds are available for payments, and bank accounts are balanced.  Documents journal corrections as needed.

  • Produces or coordinates monthly, quarterly, and year end reports and closings.

  • Coordinates all internal and external financial reporting activities and schedules.

  • Researches accounting issues and recommends accounting treatment for complex transactions.

  • Provides direct supervision for the Senior Accounting Technicians, Senior Accountant - Section 8, and general Accountants.  Conducts professional development of all subordinates and coaches, as appropriate.

  • Assists the CFO in management of the Authority investment portfolio.

  • Manages the Authority’s day to day cash flows, ensuring sufficient liquidity for the Authority to operate.

  • Performs other duties as assigned.

 

Education and/or Experience

Bachelor’s Degree in accounting or related field and a minimum of 6 years of related professional accounting experience with supervisory experience, as well as reporting of multiple cost centers. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan. 

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word Excel and Gmail). Must have the ability to learn other computer software programs as required by assigned tasks.

Office environment. The noise level in the work environment is usually moderate.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
