Job Summary:
The P3PCM:
•    Will lead the project controls during the preconstruction and delivery of the project, acting as the DBJV Controls Manager and, under the direction of and in coordination with the Project Director, act as the main point of contact with the client, lead designer and subs and other stakeholders for project controls matters.
•    Is a highly experienced and personable leader with strong project controls management skills, excellent strategic networking skills, capable of understanding and work across all project controls related elements of the project from technical to commercial.
•    Must develop near-term and long-term strategies and relationships, provide direction and support to assemble a team to include scheduling and other consultants as required by the PDA and subsequent agreements. Also, manage scheduling, resource planning, budgeting, staff hiring and development and direct all project controls activities to ensure successful completion and close-out of deliverables and milestones. 
•    Will require to be a great communicator in English and with a good understanding of the transportation sector and business culture in Pennsylvania. 
•    Must be collegiate and possess good ‘soft’ skills to lead and persuade a diverse group of individuals to deliver all required submittals in a timely and efficient manner. 
•    Will work collaboratively with other team members to achieve goals, ask for inputs by valuing others’ ideas and expertise, and support and acts in accordance with final decisions, even when such decisions may not entirely reflect own position.
•    Must have the experience and capacity to deliver scheduling and other controls for large scale, highly important road construction projects involving complex technical issues.
Duties include, but are not limited to:
•    Shall lead and  be responsible for the tracking and reporting of controls throughout the PDA Term, including but not limited to the management of documents, Submittals, Approvals, data, contracts, schedule, and cost.
•    Reviews and analyzes contract management records to provide technical advice or project control guidance.
•    Assists with cost controls reporting and reconciliation of project cost reporting and provides project reporting to Project Director.
•    Assists scheduling process and support, including PDA phase and project schedule creation, monthly reporting and schedule update,
•    Assists with integration of Company systems to track, monitor and control costs or schedule. Ensures accurate training and utilization of approved systems for project document control and reporting.
•    Performs regular project reviews and monitors the job cost report against key performance indicators (KPIs).
•    Coordinates with Commercial Manager in tracking and monitoring change order and claims preparation and resolution
•    Tracks activities around unsecured revenue and project contingencies.
•    Tracks of over/under billing to monitor and control project cash flow.
•    Assists with resource and cost loading to the schedule, including labor projections, equipment and material projections, and productivity trend reporting to accurately forecast project costs and project financial outcome.
•    Maintains knowledge of Company’s values and strategic plan.
Requirements:
•    Per contractual requirements:
o    Have a minimum of ten (10) years of recent experience with bridge projects controls management.
o    Have a bachelor’s degree or equivalent.
o    Have served as Controls Manager or similar position on at least one Design Build or P3 highway transportation infrastructure project involving roadway and bridge aspects of similar complexity, with a budget of more than $150M.
o    Residing in or willing to re-locate to PA, preferably Pittsburg or Philadelphia.
•    B.S. in Civil Engineering or related field is required.
•    P.E. and/or DBIA and/or MBA designation are highly preferable.
•    Demonstrated familiarity with Primavera P6 and other PC software packages typically associated with project controls is required.
•    Strong business acumen and understanding of concepts of cost, revenue, and cash flow and able to develop annual budgets is required.
•    Experience and good relationship working with PennDOT is highly valuable.
•    Experience working with major designers, contractors, public agencies, and municipalities is highly valuable. 
•    Willingness to travel regionally as needed.

•    This permanent staff role is based in Pennsylvania, in the Project Office to be established.

•    Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of construction industry best practices required.
•    Must be able to multitask in a fast-paced environment.
•    Proven experience in directing and managing pre-award and post-award services for design-build projects.
•    Strong knowledge of design/build and alternative delivery and proven ability to lead project teams. 
•    Demonstrated record of developing outstanding people and generating results through the efforts of others.
