The Compliance Manager shall report to the Chief Compliance Officer. The role leads the local compliance program and ensures its effectiveness and day-to-day compliance activities of the organization. The role functions as an objective resource to review and evaluate compliance issues/concerns within the medical centers. Endorses compliance with applicable state and federal laws and regulations as well as company policies and procedures. Promotes an awareness and understanding of positive ethical and moral principles consistent with the mission, vision and values of the organization.

Essential Job Functions

- Present periodically on the Compliance Program, regulatory updates and various compliance topics: Evaluate current, develop new and implement effective education for all employees, agents, affiliated providers, or others working with the organization. Regularly coordinate and participate in efforts to ensure effectiveness of the Compliance Program. Develop and implement proactive strategies to integrate ethics and compliance changes, updates, and additions into operational work streams. Prepare responses to inquiries and reportable issues.

- Develop, coordinate, and/or oversee internal and external audit procedures for the purpose of monitoring and detecting any misconduct or noncompliance: If any misconduct or noncompliance is detected, recommend a solution, and follow up to ensure that the recommendations have been implemented.

- In collaboration with the Human Resources Department, help ensure that there are mechanisms in place for disciplining instances of noncompliance (including the failure to prevent, detect, or report any noncompliance) and ensure consistency in the application of disciplinary action: Work with the Human Resources Department to ensure the workforce has high ethical standards. This includes but is not limited to the establishment of minimum standards for conducting appropriate background and reference checks on potential employees.

- In conjunction with the organization's legal department, collaborate on tasks and when appropriate, participate in efforts related to external regulatory agencies: Collaborate with the appropriate departments (e.g. Information Technology, Risk Management, Clinic Staff) to ensure internal controls are capable of preventing and detecting significant instances or patterns of illegal, unethical or privacy violations.

- Monitor the applicable laws, stay on top of the dynamic laws and regulations and make changes to the system as and when required: Monitoring the current policies and systems in place and ensuring that it complies with legal and regulatory laws

- Assists in the development of the Compliance Work Plan, via identification of compliance risk areas and assists in the completion of the Compliance Work Plan in high-risk compliance areas through auditing and monitoring: Work with operational leads. Prepare responses to inquiries and reportable issues.

Qualifications

Required Education and Experience

  1. Bachelors degree in business, Health Care Administration, or related field acceptable
  2. Minimum 3 years of experience in a healthcare setting. At least 2 years of experience working with HIPAA related compliance rules and regulations, procedures, policies, standards and obligations. At least 1 year of Supervisory experience, leadership, management role.
  3. Certified HIPAA Professional or willing to obtain within 1 year of employment
  4. Certified OSHA Professional or willing to obtain within 1 year of employment
  5. At least 3 years of experience working with HIPAA related compliance rules and regulations, procedures, policies, standards and obligations
  6. Current knowledge of applicable federal and state Healthcare regulations, including privacy laws and accreditation standards
  7. Ability to motivate and lead teams of cross-functional resources
  8. MS Project, MS Word, MS Excel
  9. Bi-lingual fluency in English and Spanish
  10. Exceptional written, verbal and communication skills
  11. Ability to maintain confidentiality
  12. Detail-oriented, well-organized critical thinker with strong analytical skills
  13. Strong consultative relationship and interpersonal skills
