Job Description:
Program Specialist IV works under the supervision of the Newborn Screening Operations Group Manager II and performs highly complex (senior level) consultative services involving evaluating, planning, developing, and implementing Texas Early Hearing Detection and Intervention (TEHDI) program initiatives. Compiles and analyzes complex data and other information to evaluate care coordination operations and to identify trends, issues, best practices, and opportunities for process improvement. Assists with development of educational materials/website updates for medical providers, parents, stakeholders, and program staff. Coordinates development and dissemination of studies/surveys and submits reports on findings to management and works with staff and other newborn screening public and private stakeholders to identify and resolve issues. Provides technical assistance (TA), training and consultative support to internal and external stakeholders. Provides TA to birth facilities, program contractors, Health Service regions (HSRs), governmental agencies, community organizations and the public. Produces high quality written materials for legislative reports/recommendations, project findings, policies, and procedures for TEHDI initiatives and special projects. Develops Scope of Works (SOWs) and quality monitoring of TEHDI contractors as needed. Serves as liaison between program management, the Contract Management Section (CMS), Health and Human Services Information Technology (HHSC IT) and Program Contractors. Collects, organizes, analyzes, and prepares materials, data, and reports, and coordinates initiation and development of new data reporting sources, and data systems. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Coordinates key initiatives for the TEHDI program. Works closely with the TEHDI team lead, NBS Operations Manager and the NBS Director, and with internal and external stakeholders to develop and implement TEHDI special projects, such as care coordination initiatives and quality assurance monitoring. Assists with evaluating legislation, rules and other state/federal guidance to ensure compliance and makes recommendations for implementation; develops business/project requirements; develops work products including protocols, policies, and procedures; ensures quality control, and ensures work deliverables meet program needs. Participates in contract development and quality monitoring of TEHDI contractors. Identifies and assesses project risks, develops schedules, manages project timelines, provides progress reports, and coordinates workflow with internal staff, vendors, and contractors as required; and communicates with team and management to report status and progress.

(35%) Program support and analysis
Reviews and conducts surveys and uses other methods to assess business processes and makes recommendations to management for improvements; assists program staff to coordinate, gather and evaluate Newborn Hearing Screening (NBHS) Program-related data; and develops routine reports and other communications for the TEHDI Program. Provides technical assistance on database related issues to Early Hearing Detection and Intervention (EHDI) Birth facility Providers, and other TEHDI Providers along the continuum of care. Provides ongoing TA to internal and external stakeholders on all aspects of the TEHDI program. Recommends improvements to educational materials and TEHDI Website as needed.

(15%) Conducts quality assurance activities
Analyzes quality assurance activities to identify gaps in the delivery of NBHS services, and makes recommendations to management for improvements; performs routine quality assurance activities, including review of the data in the TEHDI MIS databases; works with Program staff to identify and resolve technical and procedural problems; develops quality assurance plans to improve care coordination operations, address areas of concern; and ensure consistency and standardization of business processes. Conducts data analysis and record review to identify trends contributing to loss to follow-up/loss to documentation for the Texas Early Hearing Detection and Intervention (TEHDI) program. Conduct provider outreach and education to facilitate reporting of hearing outcomes and updates.

(10%) Coordinates development of written documents, educational materials, and training
Coordinates with internal staff, including medical director, to develop and update NBHS policy and procedures. Acts as a resource for staff and customers and provides technical assistance; consults with public and private agencies involved in the program to resolve problems, identify training needs, and evaluate program effectiveness; and works with other internal staff and stakeholders to develop and maintain quality training materials on NBHS for public and private providers, and parents. This includes development of training webinars, and other web-based training modules.

(5%) Performs other duties as assigned
Including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

•Ability to develop and deliver program presentations and/or communicating trends to diverse professionals and stakeholder groups.
