Job Summary

We are seeking a highly skilled and experienced Program Specialist IV to join our team at the Texas Department of Aging & Disability Services. As a key member of our procurement team, you will be responsible for providing expert guidance and support to our laboratory staff and leadership on procurement-related matters.

Key Responsibilities
  • Plan, organize, and train procurement support staff to ensure effective and efficient procurement processes.
  • Provide high-level consultation and guidance to management and laboratory staff on procurement-related issues.
  • Develop and implement policies and procedures to improve procurement processes and ensure compliance with agency and enterprise policies.
  • Oversee and coordinate procurement activities, including tracking requisitions and preparing encumbrances reports.
  • Represent the Laboratory Requisition & Invoice Group Manager in meetings, committees, and workgroups as needed.
Requirements
  • Knowledge of governmental purchasing processes and systems.
  • Experience with process improvement and developing effective processes and procedures.
  • Excellent customer service and communication skills.
  • Ability to work effectively with teams and manage multiple priorities.
  • Intermediate skill level in using Microsoft Office Suite products, including Excel, PowerPoint, and Word.
Preferred Qualifications
  • Experience working in a laboratory or healthcare setting.
  • Knowledge of CAPPS Financials system and ability to use at an intermediate skill level.
  • Ability to analyze complex issues and draw appropriate conclusions.
Working Conditions

This position requires the ability to work effectively in a team environment and to manage multiple priorities. The ideal candidate will have excellent communication and customer service skills, as well as the ability to work independently with minimal supervision.
