We are seeking a highly skilled and experienced Program Specialist IV to join our team at the Texas Department of Aging & Disability Services. Key Responsibilities- Plan, organize, and monitor the workload, duties, and activities of procurement support staff.
- Provide high-level consultation, guidance, support, and technical assistance to management and laboratory staff on procurement-related issues.
- Develop and implement internal policies and procedures related to procurement.
- Oversee and coordinate procurement activities, including tracking requisitions and preparing encumbrances reports.
- Represent the Laboratory Requisition & Invoice Group Manager in meetings, committees, and workgroups as needed.
- Knowledge of governmental purchasing and DSHS purchasing processes and systems.
- Strong skills in process improvement, customer service, and training personnel.
- Ability to effectively communicate and work with diverse individuals, including managers, co-workers, and the public.
- Ability to analyze complex issues and initiate necessary actions to solve problems.
- Experience with CAPPS Financials system and ability to use at minimal intermediate skill level.
- Knowledge of local, state, and federal laws related to contracts, purchasing, and procurement activities.
This position requires the ability to work effectively in a team environment and to adapt to changing priorities and deadlines. The successful candidate will be able to work independently with moderate latitude for the use of initiative and independent judgment.
