The Commerce Housing Division strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Our team can assist with buying a home, down payment assistance, mortgage servicing, Reverse Annuity Mortgages, rental housing assistance and multifamily rental development.

About this Position

This position is responsible for managing both tenant-based and project-based rental assistance contracts for the following programs:Section 811 Project Rental Assistance Demonstration Program, Mainstream Program, Emergency Housing Voucher Program (EHV), Moderate Rehabilitation Program (Mod Rehab), Tenant Based Veterans Supportive Housing (VASH) Program, Project Based Veterans Supportive Housing (PBVASH), Family Self Sufficiency Program (FSS), Home Ownership Program, and portability as applicable. This position will also perform Project Based Section 8 onsite monitoring or Management Occupancy Review (MOR) visits at properties.

This position is open until filled; with a first review date of 9.9.2024.

What are we looking for?

Education and Experience:

·A Bachelor’s degree in Business Administration, Public Administration, Social Work, Human Resources, Paralegal, Accounting, Finance or a related field and

·At least three years applicable experience in subsidized housing; or

·Alternate combinations of education and experience will be considered on a case-by-case basis.

Duties:

·Manage complex technical issues for a variety of HUD programs and participants

·Authorize and execute housing assistance payment contracts for participating property owners

·Process authorized manual payment adjustments for landlords

·Process changes to tenant and owner files as they occur

·Perform maintenance tasks for each program

·Perform site visits and summarize findings as required for each program

Competencies:

·HUD administrative requirements under the appropriate Code of Federal Regulations (CFR), and contractual and award requirements for each of the above listed programs

·HUD reporting requirements for each of the above listed programs

·Best practices for increasing and maintaining utilization in each of these programs, particularly for the 811 and Mainstream programs

·Enforce required policies on independent local contractors administering contracts for HUD, including HUD-managed properties throughout the state:

oSpecial damage/vacancy claims;

oAnnual rent increases;

oApproving and processing housing assistance payments;

oApproving, completing and processing contract renewals;

oChecking compliance for fair housing and waiting lists;

oReviewing management decisions;

oProviding budget and technical assistance to owners/agents.

·Assist in managing agency performance

·Use diplomacy in interfacing with interagency personnel, project management staff, tenants, advocates and federal agencies
