Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This job is located in the Field Services Division of the Public Works Department within the City of Oklahoma Cityand is under the general direction of a Chief Construction Inspector. Employees of this classification assist the Chief Construction Inspector with supervision and training of Construction Inspectors I in the inspection of public buildings, paving, sanitary sewers, water lines, drainage facilities, and the interpretation and explanation of City Construction Plans and Specifications. Specialized skills, knowledge, and abilities related to specific areas of construction must be obtained prior to assuming the responsibilities of the position. The employee offers advice to Construction Inspector I’s, contractors, citizens, and workers concerning problems occurring on public construction projects in order to ensure that work being performed and materials utilized on the projects are in compliance with City Construction Plans and Specifications. Essential job functions include: providing the Chief Construction Inspector with technical expertise in resolving problems with contractors, design failure, complaints; attending project meetings with contractors, consultants, utility companies and Engineering personnel; performing inspections of buildings, parks, bridges, paving, sanitary sewers, water lines, driveways, paving cuts and repairs, and drainage; maintaining accurate records of activities and work performed; and training Construction Inspectors I through demonstration of work to be performed and verbal explanations. The employee supervises Construction Inspector I’s through delegation of work assignments, verbal instruction, and evaluation of work performance. Construction Inspector II’s carry out work functions on an independent basis. Work is reviewed through periodic observation of work in progress as well as reports submitted to the Chief Construction Inspector.

JOB REQUIREMENTS 

Knowledge of public works construction disciplines, statutes, ordinances, regulations, standards, plans and specifications. Knowledge of surveying procedures and techniques. Skill in interpreting, explaining, and applying knowledge of construction plans and specifications to work performed. Skill in verbal and written communications using tact and diplomacy. Skill in making work related decisions. Ability to write reports of a technical nature. Ability to interpret and verify contract quantities. Ability to interpret results of material and soil tests. Possession of a valid driver license (Operator).

WORKING CONDITIONS 

Must work within construction environment. Subject to working on ladders, scaffolding, or floors in high places and with no surrounding walls. Subject to working in enclosed spaces. Primarily outside year-round. Local travel required to and from various work locations. Subject to working varied work shifts or irregular hours. May work on or around slippery surfaces. Subject to working near or around moving machinery. Exposed to large amounts of dust when performing inspections. Possibility of electrical shock when inspecting electrical connections. 

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS 

Eye-hand-foot coordination. Form perception. Spatial perception. Extend flexibility, mobility, and balance enough to bend, twist, and reach out when climbing or working from a ladder to test electrical connections. Arm-hand steadiness, manual dexterity, and finger dexterity enough to use manual and power tools to remove panels, covers, etc. Near vision enough to read blueprints, schematics, wiring diagrams, code books, equipment labels, etc. Speech enough to communicate clearly and distinctly, and hearing enough to communicate in person, by telephone, and by two-way radio.

OTHER DETAILS

Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.
