The purpose of this position is to be the single point of contact and service provider for a division or divisions for all OHR services: recruitment and selection, job descriptions, unemployment insurance, position management, compensation, training assignments, FMLA, workers compensation, early return to work, safety, labor relations, training, EEO, Civil Rights, employee relations, classification/career ladders/organizational analysis, performance management/discipline, ADA and related policy.

The position provides guidance to HR Partners and management to identify patterns and opportunities across the facilities to assist in better management of human resources (HR). The position consults on systematic projects such as career ladders, performance management systems, division wide classification reviews and organizational analysis in response to reorganizations. The position resolves problems such as recruitment and retention issues and classification grievances. The position tracks, monitors and ensures satisfactory coordination and completion of all services.

Qualifications for this Career Opportunity

Lead investigative efforts related to employee performance, behavior issues, complaints, and grievances. Supports facilities in labor management committees, grievance prevention and responses and sits on negotiation teams with agency management. Advises agency management and employees on appropriate application of human resources related state and federal laws, rules, and policies. Conducts trainings for HR staff and management on employee relations processes. Administers and monitors workforce planning projects and efforts. Recommends approaches, policies, and procedures to effect continual improvements in agency efficiency and effectiveness of services. Meet minimum qualifications: Bachelor’s degree in human resources, business administration, public administration, social sciences, behavioral sciences or related field. Four years of progressively responsible human resources experience, with exposure to the full range of human resources function including: labor relations, coaching and progressive discipline, conducting investigations, workforce planning, recruitment, compensation/ classification, employee development, organizational strategy, Family Medical Leave administration and risk management. Alternative combinations of education and experience may be considered on a case-by-case basis. Professional HR certification from HRCI and/or SHRM; Supervisory or Team Lead experience; Certified State of Montana job classifier; Experience negotiating union contracts.
