The Montana Department of Public Health and Human Services (DPHHS) is seeking a dedicated professional for the role of Senior HR Partner within the Office of Human Resources.

Role Purpose

This position serves as the primary contact and service provider for designated divisions, delivering comprehensive HR services including recruitment, job classification, unemployment management, compensation strategies, training initiatives, and employee relations.

The Senior HR Partner will offer expert guidance to HR Partners and management, identifying trends and opportunities to enhance human resource management across facilities. Responsibilities include consulting on strategic projects such as career progression frameworks, performance evaluation systems, and organizational assessments in response to structural changes. The role also involves addressing challenges related to recruitment, retention, and classification disputes, while ensuring effective coordination and completion of all HR services.

Key Qualifications

  • Lead investigations related to employee performance, conduct issues, and grievances.
  • Support facilities in labor relations, grievance resolution, and participate in negotiation teams.
  • Advise management and staff on the application of HR-related laws, regulations, and policies, while conducting training sessions for HR personnel.
  • Administer and oversee workforce planning initiatives.
  • Propose policies and procedures aimed at enhancing agency efficiency and service effectiveness.
  • Meet the following minimum qualifications:
  • Bachelor's degree in human resources, business administration, public administration, social sciences, behavioral sciences, or a related field.
  • A minimum of four years of progressively responsible HR experience, encompassing labor relations, coaching, investigations, workforce planning, recruitment, compensation/classification, employee development, organizational strategy, Family Medical Leave management, and risk mitigation.
  • Alternative combinations of education and experience may be evaluated on a case-by-case basis.
  • Professional HR certification from HRCI and/or SHRM; supervisory or team leadership experience; certification as a State of Montana job classifier; experience in negotiating union agreements.
