Introduction

The Department of Housing and Community Development (DHCD) has a unique opportunity to address quality of life issues for Loudoun County residents. This position is office-centered--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibility may be authorized. 

Job Summary

DHCD seeks a Financial Manager to manage/oversee finance, accounting, grants, audits, and loan compliance for multiple Federal, State, and locally funded housing programs. The successful candidate will be proficient in the theory, principles, and practices of governmental budgeting and governmental accounting and Federal and State grant accounting and compliance activities and must be exceptionally detail-oriented with excellent oral and written communication skills and be proficient in using Microsoft Office products. Experience managing the financial budgeting and accounting of the Housing Choice Voucher and HUD entitlement grant programs required. This position supervises staff.

Job Responsibilities:

Manage and oversee compliance with complex Federal and State grant funding Maintain audit-ready records and manage the external and internal audit process for the department Review and process subgrantee drawdowns Provide required regular financial reporting to HUD for Housing Choice Voucher and entitlement grant programs and the State for the State Rental Assistance Program Oversee monitoring and reporting on special fund budgets; ensure issues are brought to the attention of the Department of Finance and Budget Review financial documents for accuracy; research and resolve accounting questions and issues Monitor/audit budgetary revenue and expenditures to ensure proper accounting Process grant renewals and complex drawdowns; coordinates with Program Managers to ensure accountability and compliance with rules and regulations; and participates in the year-end closing process for all accounts Participate in the CDBG Loan Committee scoring review Provide complete back-up to the HCV Accountant and Loan Compliance Specialist Develop and present issues, options, and decision packages for Executive-level decision-makers Attend meetings with division and organization staff, as well as staff from other departments, during regular, scheduled, recurring meetings and ad hoc meetings to review issues
Knowledge, Skills and Abilities: Knowledge of the theory, principles, and practices of governmental budgeting. Knowledge of governmental accounting. Knowledge of County accounting and budgeting practices, principles, policies, and processes. Knowledge of capital budgeting practices, principles, policies, and processes. Knowledge of Oracle Business Systems, ERP systems, and project management systems. Skill in use of office suite software such as Access, Excel, Word, Outlook, PowerPoint, Publisher, Visio, etc. Ability to effectively communicate, both orally and in writing. Ability to conduct in-depth budgetary analysis and work with Department staff to develop and monitor budgets. Ability to make public presentations of planning and budgeting concepts and issues at Board of Supervisors' Business Meetings, budget work sessions, Committee Meetings, Commission Meetings, and Public Meetings. Ability to establish effective working relationships with other employees, managers, officials, and the general public. Hiring salary is commensurate with experience.

Minimum Qualifications

Master's degree in Finance, Business Administration, Public Administration, Public Policy, or related field; four (4) years of related work experience in government budgeting and planning; or equivalent combination of education and experience. 

Knowledge of Federal and State grant compliance preferred. Knowledge of Oracle Business Systems, ERP systems, and project management systems preferred. Prior supervisory experience preferred.
