Purchaser III
Performs complex (journey-level) procurement support work. Work involves coordinating data entry activities such as compiling and tabulating data, checking documents for accuracy, entry of contract records, reviewing and uploading procurement files and managing vendor checks. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Upon proficiency of data entry activities, work involves researching, evaluating, purchasing and procuring services using guidelines, rules, policies, and laws. May provide guidance to others. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(55%) Data entry of funding purchase orders into CAPPS Financials. Data entry will include reviewing contract records for completeness and compliance with applicable requirements. May assist with HHS programs on contract records and answering data related entry questions. Maintains all required documentation supporting transactions. Upon proficiency of data entry activities, assists with procurements using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines. May assist with processing requisitions in an automated environment, including reviewing requisitions for completeness and compliance with applicable requirements. May assist with researching vendors for products and services. Assists with monitoring legal and regulatory requirements pertaining to purchasing. Maintains all required documentation supporting transactions. Uses automated procurement systems.
(35%) Reviews and uploads various purchasing and procurement documentation into SCOR. May work with purchasers to ensure all procurement related documentation is included in the procurement file. Ensuring compliance to the timelines associated with uploading specific procurement methods. Upon proficiency of data entry activities, assists with preparing, reviewing, processing and tracking solicitations and purchase orders. May assist with preparing, reviewing and maintaining purchasing and procurement reports. Maintains and reviews various purchasing and procurement reports and records and maintains files. May assist with supporting Historically Underutilized Business (HUB) outreach and participate in procurement related events. Performs other duties as assigned, such as participating in or providing support for the agency’s disaster response and recovery obligations or Business Continuity Plan activation.
(10%) Managing procurement related vendor checks and communicating with the purchaser. May assist with preparing, reviewing and maintaining purchasing and procurement reports. Responds to phone and e-mail inquiries from agency staff regarding the status contract documentation and PO records. Upon proficiency of data entry activities, may assist with supporting Historically Underutilized Business (HUB) outreach and participate in procurement related events. Performs other duties as assigned, such as participating in or providing support for the agency’s disaster response and recovery obligations or Business Continuity Plan activation.
Knowledge Skills Abilities:
•Some knowledge of state and federal laws and regulations governing state purchasing
