Join the Texas Military Department as a Design Manager III and contribute to the support of our Texas National Guard members. As a key member of our team, you will play a crucial role in delivering critical services that enable the agency to meet its strategic goals.
About the RoleThe Design Manager III will be responsible for administering the daily operations and activities of the Design Services Team within the Construction and Facilities Management Office's Design and Project Management Branch. This includes planning and overseeing the design, planning, and project development functions of approved Annual Work Plan (AWP) projects, ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines.
Key Responsibilities- Plan, organize, and direct the day-to-day activities of the Design Services Team.
- Establish program goals and objectives, develop and/or approve schedules, priorities, and standards for achieving goals, and direct evaluation of assigned program area.
- Direct the review, development, coordination, and implementation of preliminary (pre-construction) project design development activities, project schematics, and design concepts for new construction projects and the renovation of existing infrastructure.
- Provide expertise and technical assistance in design specifications, plan interpretation, scheduling, planning, and general engineering activities to Project Managers and/or Teams.
- Oversee project design progress through completion, bid analysis, and specifications.
- Oversee aspects of the contract document phase of assigned projects, scope and manage Design Services contracts for AWP projects, and review A/E proposed fees and negotiate for contract awards within budget.
- Review A/E products to ensure conformance to Owners Project Requirements (OPR) / Basis of Design (BOD). Propose value engineering options that maintain these objectives while reducing overall costs.
- Maintain ongoing presence in active projects and provide design review of any proposed changes/scope adjustments.
- Oversee construction inspections/testing and actively assist in the resolution of technical and procedural problems.
- Manage schedule and workload of construction inspectors to ensure coverage and oversight.
- Develop assessments, studies, reports, cost estimates, plans, inventories, maps, and recommendations relative to projects.
- Develops, reviews, and monitors facility layouts, sketches, plans, specifications, and estimates and/or contracts, policies/procedures, standards, and guidelines, correspondence, reports, and/or surveys, remediation plans or documents.
- Assist the DPM Branch Manager in ensuring all design management activities are performed on schedule, within budgetary limits, and in accordance with current statutes, ordinances, specifications, and contract requirements.
- Collaborate with the Planning and Programming (P&P) Branch to develop well-defined Owners Project Requirements (OPRs) / Basis of Design (BODs) for extensive renovation or new construction projects.
- Aids the P&P Branch with developing benchmark schedules for approved AWP projects to accurately forecast risk.
- Operates and supervises the operation of computer-aided drafting and design software used in the development of capital projects.
- Prepares and submits Plans, Specifications, and Estimates (PS&Es) on projects, as needed.
- Actively participates in leadership meetings aimed at addressing issues related to current and future infrastructure projects.
- Plans, assigns, and supervises the work of others.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
- Performs other duties as assigned.
- Graduation from an accredited four-year college or university is required.
- Three (3) years' experience in professional architectural services or related area is required.
- Three (3) years of supervisory/managerial experience is required.
- Experience using Microsoft Office (such as Outlook, Word, Excel, SharePoint, or Teams) is required.
- Graduation from an accredited four-year college or university with major course work in engineering, construction management, architecture, or a related field is preferred.
- Experience in professional design for construction, contract administration, and/or project management is preferred.
- Experience with environmental issues is preferred.
- Experience in financial management with federal and/or state government and experience with CAPPS is preferred.
- Experience in state and federal purchasing or contracting procedures is preferred.
- Experience in military construction and facilities management is preferred.
- Experience working in a military environment is preferred.
- Must attend and complete the NGB-sponsored CFMO-102 'Design and Project Management' certification course within the first 24 months of employment.
- A valid license by the Texas Board of Architectural Examiners or registered as a Professional Engineer in the State of Texas is required. If not currently registered, must obtain registration within the first year of employment. Maintains professional license by attending required continuing education classes annually.
- Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
- Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

Work is typically performed in an office setting involving sitting, standing, walking, stooping, kneeling, or crawling. Work may periodically require the ability to lift, carry, move, and/or set up equipment and materials that weigh up to 50 pounds. Work will involve travel to training sites, facilities, and remote locations where environmental and climate elements may be challenging.
