Description

Job Summary / Purpose

Support the safe operations of the Golden Pass Pipeline with respect to field operation activities and gas control - including daily scheduling and planning, equipment operation needs, regulatory compliance monitoring. Support the Golden Pass Project Team in Operational Readiness activities with resource allocation and support, program development and asset preparation. Responsible to support the yearly Operations budget planning process. The role is a DOT covered position (PHMSA).

Essential Duties / Functions
  1. Frontline responsibility for verifying and validating all Golden Pass Leadership Expectations are met prior to the start of work
  2. Responsible to create, and cultivate a high performing Pipeline Operations team; steward employee development, mentor and supervise direct reports
  3. Responsible for leading morning Pipeline Operations team meetings, to allow seamless transition of activities across shifts, and in support of Business Unit short term and long term priorities
  4. Responsible to provide leadership and administrative oversight for direct reports
  5. Coordinate deployment of personnel and all work activities in the field operational area under his/her responsibility during each shift; plans, coordinates, and executes optimization of pipeline assets, manpower, and logistics
  6. Fulfill key responsibilities of designated role in the WMS to ensure safe and efficient work execution
  7. Support the development of emergency response contingency plans and activity implementation
  8. Field presence to oversee contractor work activities on site, ensuring work is completed in manner consistent with contractual requirements and company expectations
  9. Oversee Turnaround and/or Start-up teams as required
  10. Ensure that all shift members meet applicable security, health, and environment (SSH&E) requirements, process safety requirements and personal safety requirements
  11. Ensure all operational activities follow the applicable Golden Pass Management Systems
  12. Ensure compliance with all corporate, local, and legal requirements and regulatory standards
  13. Steward Temporary Defeats, ensuring next level of approvals are sought when needed - prior to expiry
  14. Fulfill key responsibilities of designated role within the MOC system
  15. Support the Pipeline Operations Superintendent to manage the team and functions within budget, identify efficiencies, optimize process and production, and maintain compliance with daily nominations, while looking for OPEX efficiencies

Scope of Responsibility: Examples of Tasks Performed

Drive Safety Performance
  • Demonstrate leadership within all safety aspects by driving systems and reinforcing the behaviors necessary to achieve zero "Life Altering Injuries" and supporting the Pipeline organization to achieve our stated "Must Wins"
    • Lead by example in the use of safety tools to reduce personal risk tolerance. Field Presence - boots on the ground
    • Be an active sponsor for areas of focus as set out by the Pipeline organization
    • Coach, mentor, and guide team members in safety behaviors
    • Steward field verification & validation of expectations, work procedures and processes, to confirm field activities are being completed in a safe manner
    • Support the team through active hazard identification and mitigation to continuously improve Pipeline asset safety

Operational Excellence
  • Lead the Daily Pipeline Operations morning meetings, audit shift handovers as required to ensure compliance; support the Pipeline organization in identifying potential issues, defining required support, and setting operating priorities
  • Understand, support, and communicate Golden Pass Pipeline objectives and goals to respective Operations shift teams
  • Review key Pipeline Operations metrics with Pipeline Operations Superintendent to understand performance, improvement areas, and enhancement activities
  • Provide mentorship to all direct reports
  • Foster a premiere Quality Culture where Operations team members own the job from beginning to end ensuring quality of the execution is consistent with scope
    • Report and support investigation of repeat failures & bad actors and share learning/outcomes with team.
    • Periodic walk-abouts/troubleshooting with Field Lead to find and resolve problems
    • Accountable to ensure accurate cost and hours tracking to work order and cost centers

Build and Sustain a highly skilled, motivated Pipeline Operations Organization
  • Develop and drive Employee Resource Plan that delivers the competencies required to effectively support the Business Unit needs
    • Clearly define resource staffing, and understand competency requirements/needs/gaps
    • Develop and execute staffing and training plans to meet Business Unit needs, and close identified gaps
  • Develop "step-up" (short term) and longer term outlook program to effectively backfill positions during absence and facilitate succession planning/advancement
    • Identify step-up candidates from succession pool
    • Build bench strength through exposure of capable candidates
    • Effectively train and provide feedback to build culture and capability
    • Challenge, and support team

Business Unit Interface
  • Responsible for leading the execution of the Pipeline Business Unit daily/longer term plans and priorities. Adapts the plan as issues arise in the field, providing feedback to Pipeline Operations Lead and/or Shift Superintendent when barriers are discovered that cannot be resolved

Personnel
  • Verify Operations Technicians and Gas Controllers perform their roles and have the required competencies
  • Endorse training competency deviations and mitigations efforts
  • Manage collective competency for the shift and in support of daily work
  • Responsible for their team members training
  • Responsible for proper execution of shift handovers - meeting the criteria outlined within the Golden Pass Management System
  • Immediate care management of individual direct reports

Any certificates, licenses, etc. required for the position.
  • Must be able to acquire a Transportation Worker Identification Credential (TWIC) card in good standing status
  • State issued Current and Valid Driver's License
  • Fire training
