Manager V
Under the direction of the Specialty Health Director, the Policy and Program Development Manager provides leadership, management direction and program management to support the development of Specialty Health program policies and staff. The Program and Policy Development Manager oversees projects related to policy and rule development, quality assurance measures, programmatic training, program benefits and services, and statewide initiatives. The Policy and Program Manager supervises a multidisciplinary team of clinical, program and policy specialists.
Participates actively with policy, eligibility, customer service, stakeholders and direct service activities for programs providing health care benefits to child and adult populations with special health care needs. Provides supervision and guidance to section leadership including the Client Services Manager and the program supervisors over Eligibility and Customer Service teams. The Policy and Program Development Manager works under minimal supervision, with considerable latitude for the use of initiative and independent judgement and decision making. This position provides senior-level programmatic support. Performs related work as directed.
Essential Job Functions:
EJF 1. Oversees and develops program rules, policy, and quality assurance measures to ensure provision of quality program services to clients and families served by all programs within the Specialty Health area. This includes the implementation of legislative determined changes, and evaluation of the impact of proposed federal and state laws on program objectives. Provides technical expertise and guidance regarding questions related to the provision of benefits and services. (25%)
EJF 2. Develops, coordinates, and participates in staff development training activities and evaluates the training results as it relates to program goals. Oversees and evaluates quality assurance activities for the program to ensure program goals are met. Develops strategic plans, both long- and short-term, for continuous improvement of the program. Identifies opportunities for continuous program improvement and makes recommendations to the director to improve program policy and procedure. (20%)
EJF 3. Oversees and develops statewide initiatives to improve program services including the provision of services and benefits for Kidney Health Care, Children with Special Health Care Needs Services Program, Hemophilia Assistance Program, and additional Specialty Health programs. Implements program activities, policies and procedures compliant with all relevant legislation, best practice standards, and agency expectations. Manages specialized employees including policy specialist, information specialist, and a clinical team of nurses and pharmacists. (20%)
EJF 4. Manages and oversees the assignment, selection, supervision, evaluation, and development of personnel. Evaluates the effectiveness of staffing levels for policy and program section. Develops and implements development goals and establishes clear expectations for all teams within the Policy and Program section. (20%)
EJF 5. Maintains and builds relationships with key stakeholders including statewide and national foundations, other state agencies, and consumer groups with a focus on serving Texas with disabilities or diagnoses with special health care needs. Represents Specialty Health programs at workgroups, conferences, council meetings, boards, panels and workgroups. (10%)
EJF 6. Other duties as assigned (5%)

Knowledge Skills Abilities:
