On July 30, 2024, the City Council approved a 3.62% cost-of-living increase for full-time employees in certain pay groups. The salary listed above has been updated to reflect the increase.

Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

DEPARTMENTAL INFORMATION

This position will assist in carrying out the day-to-day procurement processes.

JOB SUMMARY

This position is located in the Financial Management Division in the Airports Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Procurement Coordinator is primarily responsible for facilitating the procurement of departmental equipment, supplies, and services by means of a formal bidding process. The duties performed require a knowledge of and ability to apply formal bidding procedures and policies in preparing and processing organizational purchase transactions. The duties also require considerable contact with various organizational personnel and business representatives in order to exchange information concerning purchases. Essential Job functions include: Reviewing departmental purchase requests for accuracy and completeness; writing and/or reviewing specifications for supplies and services; reviewing bid documentation and forms to ensure adherence to procedures and policies; compiling, recording, and completing narrative and numerical data; and exchanging information with vendors, sales representatives, and City staff. The assignments received are both general and specific in nature and may be provided in verbal or written form. The work is periodically checked while in progress and upon completion for accuracy, completeness and adherence to policies, procedures and instructions.

VETERANS PREFERENCE

Job Requirements

Knowledge of procedure for writing and evaluating supply and service specifications. Knowledge of standard formal bidding procedures and practices. Skill in compiling and organizing information. Skill in recording information accurately. Skill in reading and understanding Departmental product comparisons and requirements. Ability to follow formal bidding procedures and policies. Ability to promote harmonious working relationships with City staff and outside business representatives. Ability to obtain knowledge of City and local purchasing procedures, practices, and standards. Ability to make purchases determinations. Ability to tabulate and evaluate bids. Ability to travel.

DEPARTMENTAL PREFERENCES

Demonstrated knowledge and skill in MS Access, Word, Excel, and Outlook. Demonstrated skill in working with confidential information. Demonstrated skill in meeting deadlines. Excellent customer service skills.  Two (2) years procurement-related or transactional experience and; Certification as State of Oklahoma Certified Procurement Officer (CPO.)

WORKING CONDITIONS

Primarily indoors in a climate-controlled environment. Subject to continuous exposure to light and glare from a computer terminal. Subject to constant noise of a computer terminal, copying machine, ten-key, or telephone. Subject to frequent interruptions. Occasionally required to work beyond normal work hours. Occasionally travel to field and supply locations or construction sites.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

Near vision enough to read and draft communications such as written, or machine generated documents, reports, etc. Finger dexterity enough to operate standard office equipment, including a 10-key. Speech and hearing enough to communicate clearly and distinctly in person and by telephone.

Note: Employees assigned to the Airports Department must successfully pass a thorough TSA background check, including fingerprinting.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
