Job Description:
Under general direction of the Epidemiology and Analysis Group Manager within the Cancer Epidemiology and Surveillance Branch (CESB), provides support to the Research Specialist Team of the CESB. Improves data quality and prepares data files from the Texas Cancer Registry to be used for national cancer surveillance by conducting data linkage and deduplicating rows of data. Follows directions written in technical language from the Texas Cancer Registry’s standard setters: North American Association of Central Cancer Registries (NAACCR), National Cancer Institute’s Surveillance, Epidemiology, and End Results (SEER), and Centers for Disease Control and Prevention’s National Program of Cancer Registries (NPCR). Creates cancer incidence and mortality files for use by the CESB as well as internal and external customers. Writes and executes computer programs in SQL and SAS relating to cancer incidence, mortality, and population data in Texas. Works under supervision with moderate latitude for the use of initiative and independent judgment. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(45%) Perform tasks with cancer data as needed for internal purposes, as well as for external data submissions to NAACCR, SEER, and NPCR. This may include preparing incidence and mortality data sets following technical specifications from our external standard-setters. This may also include running reports from SQL and SAS for recurring and ad-hoc requests. The Research Specialist will also use cancer-specific software (e.g. SEER*DMS, SEER*Prep, SEER*Edits), to perform tasks such as checking for unlikely combinations of fields within rows of data that need review. Consults on research design, planning, and reporting.

(25%) Perform deduplication tasks to both ensure accuracy of counts of cancer incidence data and to ensure data files are fit for use in research. Use established processes and software to deduplicate rows of data using patient-level and tumor-level fields. Suggest improvements to deduplication processes to the team as needs change over time. Communicate with groups within the CESB, such as the Quality Assurance Group, to meet needs over time.

(25%) Link cancer files with other data sources (such as death certificate or Texas Department of Public Safety) to improve data quality or for research purposes. The Research Specialist may perform probabilistic data linkage using Match*Pro or other specialized software. The Research Specialist will contribute to and follow team documentation of technical processes.

(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
