The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF).

The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG).

The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages approximately $90+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. OIM's staff are all based in New York but come from over 30 countries.

The incumbent reports to the Senior Risk Officer.

Responsibilities

Under the overall supervision of the Senior Risk Officer, the incumbent will perform the following duties:

  • Design and implement a comprehensive framework for third-party risk management (TPRM) that involves several key components designed to identify, assess, mitigate, and monitor risks associated with third-party relationships.
  • Maintain an up-to-date inventory of all third-party relationships. Categorize third parties based on their criticality and the type of services they provide (e.g., IT services, suppliers, contractors).
  • Classify third parties based on the level of risk they pose to the organization (e.g., high, medium, low). Consider factors such as data access, regulatory impact, and operational dependency.
  • Perform a thorough risk assessment for each third party before engagement. Evaluate their financial stability, compliance with regulations, cybersecurity posture, and operational resilience.
  • Perform operational/risk related due diligence and monitoring of private markets investment funds (Private Equity, Real Estate, Infrastructure, Natural Resources, etc.) and external asset managers in public asset classes.
  • Implement a process for regular (e.g., quarterly) risk reassessments to capture any changes in the third party's risk profile.
  • Create, prepare on a regular basis and analyze risk and performance reports.
  • Monitor and identify risk, interpret reports and formulate risk reduction options.
  • Develop and deliver assessment of portfolio risks of externally managed investments.
  • Monitor market, credit, and liquidity risks of third-party relationships. Represent the Fund at inter-agency meetings, seminars, etc.; on substantive­ relative issues as instructed by the Senior Risk Officer.
  • Participate in international, regional or national meetings and provide programmatic/ substantive expertise on Operational Risk, Third-Party Risk and Performance Attribution.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Carries out other tasks as may be assigned by the Senior Risk Officer.
Competencies

Professionalism:
Extensive experience in Operational Risk, Third-Party Risk and External Manager's assessment.

Knowledge and experience of due diligence proceedings of external managers, including financial, operational, compliance and technological assessments; good working knowledge of investment performance measurement for all asset classes (fixed income, equities, private equity and real estate) and derivatives.

Ability conduct research to identify best practices and to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods.

Operational Risk Manager (ORM) certification is desirable. CFA or CIPM or FRM certification is desirable.

A minimum of seven years of direct experience in Third Party Risk Management working for investment management institutions, consulting companies, multilateral organizations or a pension fund is required.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
