Summary

This position is located in the Office of the Secretary, Executive Secretariat, Office of the Executive Director (S/ES-EX). You will serve as a point of contact and advisor to the HR Division Director and Deputy EX Director, performing advisory and coordinative duties, and providing expert knowledge on personnel regulations, policy, organizational structure and performance measures and reviews, and ways to improve effectiveness and efficiencies within HR programs.



Duties
  • Develops goals and objectives that integrate organization and HR objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, to eliminate problems or barriers to mission accomplishment
  • Plans work for accomplishment by subordinates, sets and adjust short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments.
  • Serves as an expert technical advisor on all HR issues and programs, including recruitment and staffing, classification, position management and workforce analysis, career development, benefits, awards, performance management, and employee relations.
  • Analyzes highly complex HR programs that may influence the department HR program. Produces guidance, issues papers and action memos, makes recommendations, and defends the HR organization's positions in a cogent manner.
  • Provides authoritative advice and guidance to the HRO and Deputy EX Director in the identification, analysis, and resolution of critical and complex management issues affecting the ability of the Division to accomplish mission requirements.
