Supervisory International Transportation Specialist

The Office of the International Transportation and Trade is the Secretary's principal organization for the development, direction, and coordination of international transportation and trade policies; diplomatic programs and protocol activities; and functions as the focal point for review of major policy issues resulting from Department-wide international transportation activities.
Duties
As a Supervisory International Transportation Specialist, you will:
- Supervise a team of transportation and trade and economic specialists in the execution of the Office's trade policy and negotiation responsibilities and review of foreign direct investment in the U.S. transportation sector; develop performance employee performance appraisals for subordinates and evaluates work performance; interview candidates for advertised positions and recommends appointment; hear and resolve group or serious employee complaints; identify developmental and training needs of the staff; develop IDP plans; make decisions on non-routine and costly training needs and requests; approve expenses for employees; recommend changes in appointments, promotions or reassignments of employees; approve overtime, travel and within-grade increases, recommend promotions or reassignments and changes in appointments, and recommend awards for subordinate staff.
- Determines the program objectives for the Office's transportation trade and direct foreign investment agenda, develops plans of work for achieving program goals, sets priorities, prepares work schedules; makes determinations on resources among various negotiations based on Departmental and Office priorities; assesses prospective impact of DOT positions in trade negotiations or foreign direct investment reviews on the U.S. industry and on travelers and shippers; and determines program emphases that strengthen the competitive position of the U.S. industry, eliminate restrictions and discriminatory and unfair competitive practices faced by the U.S. industry.
- Plan, lead and conduct economic studies and research on transportation, including the international transportation system to understand the impact on U.S. transportation stakeholders of changes in U.S. trade policy and negotiating positions; change in the world trading system and changes in regional trading systems.
- Provide expert advice to the Under Secretary, the Assistant Secretary for Aviation and International Affairs, the Deputy Assistant Secretary and the Office Director, as well as other government agencies and nongovernmental interests on international transportation trade and foreign direct investment issues.
