About the Role

**Job Summary**

ANSER is seeking a highly skilled Legislative Analyst to support the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in Alexandria, VA. The successful candidate will provide technical review and analysis of Congressional-related actions, ensuring the Chemical and Biological Defense Program (CBDP) mission area is effectively represented.

Key Responsibilities
  • **Conduct In-Depth Analysis**: Review current Congressional language and budget marks, providing detailed analysis and reports on items relevant to the CBDP mission area.
  • **Support Congressional Engagement**: Provide technical support in developing and coordinating ODASD(CBD) responses to Congressional requests for information, ensuring timely and accurate responses.
  • **Prepare Testimony and Reports**: Research and prepare ODASD(CBD) Congressional testimony and questions for the record, as well as develop and coordinate responses to Congressional reporting requirements.
  • **Coordinate Congressional Staffer Days**: Coordinate agendas, invitations, minutes, and action item tracking for the CBDP Congressional staffer days, ensuring seamless communication and collaboration.
  • **Develop Strategic Communications**: Draft CBDP overview briefings for client presentation to Congressional staff members, supporting strategic communications and speechwriting for all Congressional engagements.
  • **Publish Congressional Newsletter**: Prepare and distribute a Congressional newsletter for the ODASD(CBD), keeping stakeholders informed of key developments and initiatives.
  • **Support Compliance and Reporting**: Assist with Congressional, DoD Office of the Inspector General (OIG), and General Accountability Office (GAO) actions, ensuring compliance with all relevant regulations and reporting requirements.
  • **Provide Annual Report**: Prepare an annual report summarizing authorization and appropriation actions and trends after the fiscal year Congressional budget cycle is complete and a final appropriations bill is published.
Requirements
  • **Active Secret Security Clearance**: Possess an active Secret security clearance, with the ability to obtain Top Secret or TS/SCI clearance as required.
  • **Bachelor's Degree**: Hold a Bachelor's degree in a related field, such as public policy, political science, or a related field.
  • **8+ Years of Experience**: Possess 8+ years of related work experience, with prior experience as a legislative analyst and preparing testimony and developing responses to Congressional reporting requirements.
Desired Qualifications
  • **Active Top Secret or TS/SCI Clearance**: Possess an active Top Secret or TS/SCI security clearance.
  • **OSD-Level Experience**: Have 2+ years of Office of the Secretary of Defense (OSD)-level experience.
  • **DoD and Chem/Bio Defense Programs Experience**: Have experience with DoD and/or chem/bio defense programs strategic communications background related to Congressional engagements.
  • **Recent Experience with CATMS**: Have recent experience with the DoD Correspondence and Task Management System (CATMS) system.
