Functional Statement Title:

Chief Radiology Administrator; Responsibilities include planning, developing, overseeing, and directing all of the programmed segments of the Radiology Service.

Responsibilities The major duties and responsibilities include but are not limited to:

Establishing the continual educational programs for the diagnostic radiology technologist and non-technical support personnel to assure and effective training program on highly sophisticated and complex equipment and procedures.

The Chief Radiology Administrator oversees the Radiology Service's continual educational program and updates subordinate supervisors on departmental changes.

Responsible for coordinating the service improvement plan, which includes evaluation and selection of diagnostic imaging equipment and with the aid of subordinate supervisors, establishes training programs for employees.

Coordinates with Engineering Service, Supply Service and other services of the needs of the Radiology Service in equipment purchasing and equipment installation, which requires complete and thorough knowledge of building regulations, reviewing blueprints and construction of equipment location.

The incumbent works closely with the equipment vendors relating to modification of equipment to fit the Radiology Service needs.

Prepare the Radiology Service for the Joint Commission on Accreditation of Health Care inspection (JCAHO), and assures that the service maintains all JCAHO requirements with the aid of the subordinate supervisors, directs and formulates the service diagnostic technical and non-technical continual quality improvement programs in complete concurrence with the JCAHO.

Responsible for Service Recovery Point of Contact for Radiology by offering patients immediate issue resolution possibilities should the need present.

Serves as the Medical Center and Radiology Service representative to the American Healthcare Radiology Administration Organization (AHRA) The incumbent is an active member of this organization, whose function is to govern and standardize the field of Radiology Administration with the guidance of JCAHO.

Works under the general supervision of the Chief Radiologist or designee in his/her absence. Supervises technologist performing fluoroscopic examinations under the guidance and direction of the radiologist. Work is evaluated on a spot check basis by the immediate supervisor. Supervises Appointment scheduling and as such scheduling is a primary function of this position.

Must obtain and then maintain certification in the use of the Appointment Management Module to include, making appointments in a timely and accurate manner and as ordered by the provider, Electronic Wait Lists (EWL), consult scheduling, next available appointments, scheduling veterans with service connected conditions, and enrollment in Primary Care Management Module (PCMM).

Basic Requirements:

United States Citizenship:

Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Certification. Applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT)(R). Education.

Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology.

English Language Proficiency. All Diagnostic Radiologic Technologists must be proficient in spoken and written English in accordance with 38 U.S.C.

7402(d) and 7404(d) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

In addition to the experience above, the candidate must demonstrate the following KSAs:

Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.

Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.

Ability to participate in research studies and/or as a consultant to others conducting research.

Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.

Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.

The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs: Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.

Ability to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.

Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.

Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12.

Physical Requirements:
The incumbent requires one to be able to stand or walk for long periods of time. There is some bending, transferring, and carrying of moderately heavy articles such as equipment or wheelchairs and stretchers. The technologist must be able to help lift and move patients to difficult positions on the radiographic table. The incumbent will be using multiple computer systems, using both mouse and keyboard Input, stressing the hand wrist.
