Duties:
The Program Manager psychologist position is in the Center for Integrated Residential Care for Addictions (CIRCA).

CIRCA is a 23-bed Mental Health Residential Rehabilitation Treatment Program (MH RRTP) located on the Brockton campus of the VA Boston Healthcare System, a 1A facility, and housed in the Mental Health Service.

CIRCA admits veterans with severe substance use disorders and co-morbid psychiatric disorders as well as significant social problems including homelessness, unemployment, family, legal, and financial problems.


CIRCA offers intensive, wrap around programming that includes screening, consultation, assessment, evidence-based group and individual therapies, case management, psychopharmacology for psychiatric symptoms, and medication-assisted therapies for substance use disorders.

The responsibilities of the Program Manager psychologist in this position are broad and complex.

The Program Manager works with numerous other programs and services to coordinate care for veterans in CIRCA including with the other residential treatment programs, inpatient and outpatient programs, community providers, medical services, and programs for homeless and incarcerated veterans.

The Program Manager psychologist has a great deal of latitude in daily decision making related to clinical care and the development and implementation of clinical programming in CIRCA.

The daily decisions made by the Program Manager have an impact on the lives of highly vulnerable and at-risk veterans receiving care in CIRCA.

The Program Manager psychologist has a diverse set of managerial responsibilities in CIRCA.

The psychologist oversees and coordinates the work of clinicians assigned fulltime to the unit including a psychiatrist, psychologists, social workers, and nurses.

The Program Manager ensures that the team works cohesively to deliver high quality care.

The Program Manager also coordinates clinical care activities of other employees but who provide part-time clinical services in CIRCA including those of a peer specialist, recreation therapist, chaplain, and vocational rehabilitation specialist.


The Program Manager psychologist functions as an administrative supervisor for staff in CIRCA, assigns work, completes yearly performance appraisals, makes recommendations for special contribution awards and other incentives, and provides counseling or develops performance plans to address deficiencies.


The psychologist is responsible for working with Human Resources, interviewing and selecting new staff for CIRCA, for ensuring that staff has the education and tools to perform their duties, and for reviewing competencies of staff providing care in the programs.

The Program Manager advocates for resources that are needed to ensure high quality care in the program.


The Program Manager psychologist is responsible for ensuring that the residential program is meeting all accreditation requirements for Joint Commission and CARF as well as other regulatory and safety reviews.

To meet accreditation requirements, the psychologist must maintain a database, and complete yearly program evaluation and quality improvement projects.

The psychologist must also complete a yearly accessibility review, business plan, and SWOT analysis as well as contribute to a strategic plan for residential care.

The Program Manager is also responsible for designing and implementing processes to ensure that CIRCA meets new and changing national and local VA performance measures for the Mental Health Service.


The program manager also contributes to the program through direct clinical care as needed, and is able to provide screening, risk, and intake assessments, develop comprehensive treatment plans, provide evidence-based group and individual psychotherapy, and case management, and complete all required documentation.


The psychology Program Manager may be engaged in clinical training and supervision and/or research depending on the incumbent's needs, interests, and skills.
