The incumbent will directly supervise 3 positions: Environmental Administrator-SES, Professional Engineer Supervisor III-SES, and an Environmental Consultant. Will oversee and manage a program area of 12 career service employees.

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing duties of this position. If position is supervisory, incumbent is also expected to actively support and work toward fulfilling the agency's Affirmative Action objectives.

This is a highly advanced supervisory position as the Administrator of the Clean Water State Revolving Fund Program within the Division of Water Restoration Assistance. The primary responsibility is to directly supervise and oversee the work of staff and will effectively communicate with, motivate, train, and evaluate on direct work performance and responsible for time and attendance of subordinates.

The work involves implementing the Clean Water State Revolving Loan Program authorized under Title VI of the Federal Water Pollution Control Act, as amended, and the State small community construction grant program authorized under Chapter 403, F.S. This position also coordinates with staff responsible for the management of contracts funded by specific state appropriations. Professional engineering knowledge is preferred to assure that the wastewater facilities are planned, designed, and built according to good engineering practice. The work requires successful interaction with other professional engineers in government and in private practice. This position assists the Division of Water Restoration Assistance by formulating policies which improve personnel administration.

Is responsible for proper interpretation of federal/state rules, regulations, and statutes to accomplish their legislative intent. Ensures uniform application of the rules and guidance (verbal and written comments) provided to local government officials and their legal, fiscal, administrative, and engineering representatives during the preparation of documentation required under Chapters and 62-505, F.A.C.

Is responsible for developing rules and standard operating procedures for activities relating to financial assistance under Chapter 403, F.S.

Is responsible for supervising staff to ensure the proper review of facilities plans and/or specifications, inter-local agreements, capital finance plans, public participation documentation, user charge systems, infiltration/ inflow analyses, sewer system evaluation surveys, major sewer rehabilitation reports, and collection system studies. Guidance and direction are provided to assist staff in accomplishing these tasks.

Is responsible for monitoring the various funds and projecting the availability of funds for each program at the beginning of each fiscal year and adjusting these projections throughout the year.

Supervises a staff responsible for managing the construction phase of projects including attending the preconstruction meetings and explaining the state's role and loan recipient's responsibility during the construction phase of the project, performing interim and final construction inspections of the project, reviewing change orders, and making eligibility determination, and conducting project closeout inspection and making recommendations for final payment.

Is responsible for developing constructive and cooperative working relationships with local, state, and federal agencies and with consulting engineers regarding wastewater and stormwater project requirements.

Provides input to the overall program management process and contributes to the establishment of statewide wastewater management goals. Develops and implements accountability and quality control procedures relative to section activities. Ensures compliance with reporting requirement user EPA delegation agreements.

Performs other duties, including personnel management functions and technical support preparation. Also assists in intra-program coordinated projects requiring section expertise, as assigned by supervisor.

This is a position of trust because of access to purge and replace documents in the OCULUS system.

Preferred Qualifications:

  • Preferred Valid Professional Engineering License in the State of Florida.
  • Knowledge of stormwater, wastewater and nonpoint source pollution management.
  • Experience in managing state agreements and contracts
  • Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
  • Excellent communication and people skills.
  • Excellent organization and time management skills.
  • Supervisory experience.
