Position Overview:

The Logistics Program Manager serves as the primary administrator for the Logistics Section within the Bureau of Response. This role is crucial for overseeing and managing various units, including Contractor & Vendor Management, State Warehousing & Assets, and Facilities & Fleet Operations.

Key Responsibilities:

  • Oversee the Contractor & Vendor Management Unit to ensure timely sourcing, procurement, and delivery of resources, adhering to all statutory requirements and executed scopes of work.
  • Foster strong relationships with vendors and governmental partners to secure necessary resources at optimal rates.
  • Manage the State Warehousing & Asset Unit, ensuring effective inventory management and warehousing processes to meet demands.
  • Provide guidance on logistics and support services for daily operations at headquarters and warehousing locations.
  • Supervise the Fleet & Facilities Operations Unit, monitoring all phases of fleet and facility lifecycle, including planning for renovations and equipment management.
  • Ensure compliance with statutes, contracts, and federal regulations across all units.
  • Develop and maintain comprehensive plans, policies, and procedures to identify resources and capabilities that support the Bureau's objectives.
  • Offer technical assistance to partners regarding logistics systems utilized by the Bureau.
  • Perform additional duties as assigned by Bureau Leadership, including emergency response tasks during activations.

Qualifications:

  • Bachelor's degree in Supply Chain Management, Emergency Management, Public Administration, or a related field, or equivalent work experience.
  • A minimum of three years of experience in Logistics & Support Services Management.
  • At least two years of supervisory experience.
  • Experience in program management and development is preferred.

Skills and Abilities:

  • Strong knowledge of logistics management practices and state contracting regulations.
  • Proficient in computer-based report preparation and strategic planning.
  • Excellent communication skills, both verbal and written, with the ability to engage effectively with stakeholders.
  • Ability to work independently and collaboratively in a team environment.
  • Capacity to manage multiple projects and priorities efficiently.

This position is integral to ensuring effective logistics management within the State of Florida's emergency response framework.
