NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


COMPETITIVE MINIMUM QUALIFICATIONS:

Internal Auditor 1:

Permanent service as an Internal Auditor 1, SG-18, or one year of permanent competitive or 55b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.


Internal Auditor Trainee:

Permanent service as an Internal Auditor Trainee or one year of permanent competitive or 55b/c service in a title eligible for transfer.

Preferred Qualifications:

In addition to meeting the minimum qualifications, the candidate must possess strong organizational and planning abilities, interpersonal skills, and good writing and analytic talents.

Knowledge of Microsoft Word and Excel is preferred.


Duties Description The Internal Auditor 1/Internal Auditor Trainee will be assigned to the Office of Audit Services and Compliance (OASC).

The Internal Auditor 1/Internal Auditor Trainee will be responsible for conducting internal audits, performing site visits, and reviewing self-assessments for agencies with access to CHRI, DMV Photo, Lawman, NDEx, and Fingerprint-based background check results.


Duties include, but are not limited to:

  • Plan and conduct internal audits of agency program areas and functions to determine if adequate controls are in place and functioning properly;
  • Assist in establishing the scope of audit by analyzing and determining areas for audit and the time frame to be examined;
  • Assist in planning audit activities, including specific audit tasks, and recommends audit schedule;
  • Develop testing procedures to assess whether established policies and procedures are efficient and effective, to determine if assets and resources are effectively utilized and properly safeguarded, and to confirm that internal controls exist and function properly;
  • Work with agency staff to develop solutions to issues or control weaknesses identified;
  • Document work including planning, survey work, fieldwork, and reporting in Teammate Audit Management software in accordance with International Professional Practices Framework standards;
  • Participate in exit conference detailing the results of audits to management;
  • Prepare reports summarizing the results of internal audits including background, objectives, scope, summary, and findings and recommendations;
  • As Auditor-in-Charge, may lead Trainees and Student Assistants as applicable;
  • Prepare and update the 3-year audit plan for self-assessments and site visits, working with the New York State Police CJIS Audit Unit to coordinate agencies being audited each month;
  • Perform oversight of the follow up process for overdue self-assessments and mark agencies non-responsive who failed to respond to the follow up process;
  • Conduct approximately site visits per year of agencies with access to CHRI, DMV Photo, Lawman, and fingerprint-based background check results to assess their compliance with their Use and Dissemination Agreements;
  • Perform tests to verify that the agency is accessing systems and information in accordance with applicable statutes and guidelines.
  • Review security procedures and practices ensuring physical security of computer related hardware and printed criminal justice information;
  • Work closely with DCJS Office of Criminal Justice Records for any documentation and researching queries in performance of self-assessments or site visits;
  • Prepare working papers to document audit scope and conclusions;
  • Discuss audit findings with representatives of the organization;
  • Prepare narrative reports detailing audit findings and recommendations within the set target date of completion;
  • Review corrective action plan submitted by the agencies who were issued non-compliant reports;
  • Prepare follow up questionnaires for agencies receiving non-compliant report to track their progress on implementing recommendations;
  • Tracking agencies with non-compliant self-assessments or site visits or agencies which did not respond to follow up questionnaires for future site visits;
  • Address and respond to special requests for criminal history records or criminal history records access by user agencies; and
  • Work with CJIS vendor to ensure OASC needs are met and make recommendations for improvement
