This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


During the
NY HELPS Program, this role may be filled through a non-competitive appointment, meaning no examination is required; however, all candidates must meet the minimum qualifications for the title they are applying for.

At a later date (within one year of permanent appointment), it is anticipated that employees hired under
NY HELPS will have their non-competitive employment status transitioned to competitive status, without the need to participate in an examination.

Employees will then enjoy all the rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPS title, employees may participate in any promotional examination for which they qualify.

MINIMUM QUALIFICATIONS:

To be eligible for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications are:

Education Trainee 1:
a bachelor's degree or higher

Education Trainee 2:

a bachelor's degree and one year of specialized experience performing a variety of entry-level professional activities in support of developing, implementing, regulating, and maintaining programs.


Education Program Assistant 1:

A bachelor's degree and one year of specialized experience performing a variety of entry-level professional activities in support of developing, implementing, regulating, and maintaining programs.

Reassignment:
Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.


Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor's degree or higher.


Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor's degree or higher.

Duties Description The New York State Education Department's (NYSED) Office of Adult Career and Continuing Education Services - Vocational Rehabilitation (ACCESS-VR) is seeking candidates for an Education Program Assistant 1 position.

Duties of this position include, but are not limited to, the following:

  • Assist with the examination of budgets and budget amendments; accurately and efficiently review and prepare budgets, budget amendments, and EPE state aid applications and awards for final approval by regional coordinators;
  • Assist with processing all M/WBE Packages for all NYS WIOA and ALE Adult Ed. programs/contracts. Update tracking logs daily regarding M/WBE revisions, submissions, and approvals. This process involves communication via email and phone calls to AEPP programs, AEPP Staff, and the M/WBE Unit to ensure M/WBE Compliance. 4. Function as Liaison among AEPP Unit, M/WBE Unit, and AEPP Programs;
  • Review and log Employment Preparation Education (EPE) State aid applications; hybrid applications; student transportation/dependent/childcare submissions; and IET/IELC applications
  • Prepare correspondence to funded programs; respond to daily department phone and email inquiries.
  • Assist with the analysis and evaluation of data in the Adult Student Information System and Technical Support (ASISTS) database;
  • Plan and organize regional workshops on High School Equivalency (HSE) preparation and other topics; conduct presentations at statewide in-person and remote meetings;
  • Coordinate and participate in meetings, conferences, training sessions, and seminars;
  • Assist the AEPP Supervisor in the ongoing evaluation of the financial condition of approximately 317 AEPP funded projects;
  • Provide preliminary review of project proposals, reports, and applications for compliance with federal and state regulations; identify errors and report findings to the Regionals
  • Compile data for quarterly performance reviews using National Reporting System (NRS), New York Reporting Systems (NYRS), and Employment Preparation Education (EPE) State Aid data; effectively utilize the NRS and NYRS performance benchmarks and requirements to develop recommendations for performance improvement, track performance improvement as directed by the regional associates on the team and vendors;
  • Compile and analyze HSE preparation performance such as pass/fail rates, referrals to HSE tests, and test readiness assessment data; and collaborate with the HSE department and assist with GED Manager account requests.

CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment.

For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.

Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire.

Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.


  • $44,169 (Trainee 1- NS equated to SG-11)
  • $49,363 (Trainee 2- NS equated to SG-13)
  • $52,198 (Full Performance level SG-14)
This position leads to a maximum salary of $66,634 based on annual performance advances and traineeship advances.
