Summary This position, located at the Oklahoma City VA HCS, Finance Service, serves a Lead Accountant and provides advisement or performs professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of the Facility.

Responsibilities Major duties of this position include but are not limited to... Serves as a professional accountant administering accounting systems for the Department of Veterans Affairs (DVA)

Serves as the principal point of contact performing staff level accounting work including analyzing/interpreting higher headquarters accounting policies and procedures and reporting directives for implementation throughout the command Coordinates with management personnel levels to identify situations responsible for poor performance and recommend alternative avenues to resolve recurring problems Performs funds distribution including receiving allocations, issuing allotments, monitoring, controlling and reporting annual program and fund authorization for current and prior year Prepares and analyzes a variety of special reports pertaining to appropriated funds and reimbursements Advises and assists Financial Managers in matters pertaining to the processing, control, and reconciliation of allocations/allotments Reconciles general ledger and subsidiary reports, Statement of Accountability, monthly reports including Standard General Ledger reconciliation's, and coordinate adjustments as required Prepares financial schedules and participates in briefings, test updates, review and analysis, and video conferences Analyzes and reconciles Financial Inventory Accounting Fund reporting system, monthly report submissions and supporting documentation incorporating a vast array of inventory accounting regulations, policies and procedures Leads in various accounting functions/projects providing work assignments and professional guidance to lower-graded accountants and accounting technicians to accomplish functional project goals/objectives Work Schedule:

Specialized Experience.

GS-12 grade level: One (1) year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized experience includes...A comprehensive knowledge of Working Capital Fund (WCF), cost accounting principles, and financial management regulation (FMR) concepts and theories and the ability to independently apply them to complex financial problems; a comprehensive knowledge of Federal regulations, policies, directives and other instructions to solve conventional and complex accounting problems; a comprehensive knowledge of Federal regulations, policies, directives and other instructions to solve conventional and complex accounting problems; the ability to ensure accurate interpretation and application of directives; possesses working knowledge of Government Accounting Agency (GAO), and DVA critiques of accounting systems and techniques; skilled to ensure the effective operation of an enterprise resource planning (ERP) system under a WCF environment to include certification of funds, control of the accounting system, general ledger accounting, WCF accounting, financial inventory accounting and cost accounting including detailed job order costing; skilled in devising solutions to problems by developing and/or modifying accounting methods, policies, and/or techniques or recommending changes to the accounting system; skilled in gathering, assembling, consolidating, and analyzing facts and drawing appropriate conclusions; skilled in applying and adapting standard accounting principles, theories, techniques, and procedures to cases where little or no precedent information exists; and skilled in establishing and maintaining an effective relationship with gaining the cooperation of supervisors and management officials with mutual goals to ensure prompt agreement on resolution of problems Individual Occupational Requirement.


This series has the following Individual Occupational Requirement:

Degree:

Accounting; or a degree in a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester hours in Accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")....

OR, Combination of Education and Experience:

at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
