Main Purpose of Job

The Maryland Department of Aging administers programs and support which enable older Marylanders to remain safe and healthy in their homes and communities. This position implements and maintains monitoring practices for the Department to ensure compliance and quality for federal and state funded programs. The position incorporates efficient and cost-effective methods that ensure the thorough examination of the Department's program integrity and fidelity. Building on existing practices, the position will refine principles and methodology to ensure practices are current with industry standards. The position maintains a policy and procedures manual to guide federal and state compliance and quality assurance. The position assures timely annual completion of monitoring and a system for tracking deficiencies toward timely resolution.\r

The person chosen for this position will need to be able to work independently, be organized and have good time management skills and will also need to have excellent oral and writing skills. This position requires traveling from county to county through the State of MD to conduct business. Candidate must have a current driver's license.�\r

Develop and maintain\r
an annual monitoring work plan.�\r
Maintain an\r
electronic dashboard for monitoring meetings and outcome summaries.�\r
Schedule\r
pre-conference, conference, and post-conference monitoring activities with 24\r
jurisdictions.\r
Maintain and update\r
monitoring policies and procedures for federal and state programs.�\r
Conduct literature,\r
statute, regulation, and policy review to frame federal and state compliance\r
and� quality�assurance program monitoring.�\r
Prepare monthly\r
report of the status of monitoring activities, findings, and corrective action\r
status in 24�jurisdictions.�\r
Draft annual\r
monitoring report for review and finalization.�\r
\r

Conduct multiple\r
federal and state program monitoring in 24 jurisdictions.�\r
Identify program risk\r
management�challenges defined by federal grants to ensure risk avoidance.\r
Monitor controls to\r
ensure data security.\r
Monitor safeguards\r
against program waste and fraud.\r
Evaluate the\r
efficiency of program operations.�\r
Provide technical\r
assistance to local programs to address findings and resolve corrective\r
actions.�\r
Perform local site\r
visits, if needed, for guidance and technical assistance following\r
post-conferences.\r
Draft finding\r
reports, solicit management responses to corrective actions.\r
Establish scheduled\r
meetings with the Department's Fiscal Division to discuss fiscal and program\r
monitoring.� �\r

Federal and State Audit\r
Compliance\r

Develop and maintain\r
an electronic filing system for each monitoring conducted, ensuring files are\r
complete and�documents are signed.�\r
Assist in the\r
preparation for federal and state audits.\r
Attend auditor\r
requested interviews.�\r
Provide monitoring\r
documents requested by the auditor in a timely manner.�\r
Provide answers to\r
written questions from the auditor.�\r
Assist in preparing\r
the response to initial audit findings.\r
Draft audit\r
corrections as needed.\r
Revise monitoring\r
policies, procedures, and tools to address findings found in federal and state\r
audits.\r

MINIMUM QUALIFICATIONS

Education:��� A Bachelor's degree from an accredited college or university.\r
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations�on a year-for-year basis for the required education. \r
\r
2. Candidates may substitute graduate level education�at an accredited college or university in a human services related field at the rate of 30 credit�hours per year for up to two years of the required experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

Experience conducting in person and virtual program file reviews.\r
Experience writing findings reports.\r
Grant management or auditing experience.\r
Experience reviewing,\r
interpreting, and applying federal and state statutes and regulations�that\r
relate to the Federal Older Americans Act and the Code of Maryland Regulations Title 32.\r
Proficient in using Microsoft Office, particularly Word and Excel and the\r
Google Suite of applications: email, sheets, calendar & documents.\r
