The Division of Corporation Finance (CF) provides investors with material information to make informed investment decisions - both when a company initially offers its stock to the public and on a regular basis as it continues to give information to the marketplace.

If selected, you will join a well-respected team and serve as an Information Technology Specialist that supports the Division's rulemaking agenda and represents the Division's technical interest in EDGAR.

As an IT Specialist, typical duties include:
  • Serving as an expert advisor and consultant to the Division on EDGAR operations and functionality, novel EDGAR technical questions, and the EDGAR filing process.
  • Leading projects to translate Commission rules/regulations or other requirements into technical and functional requirements for EDGAR development. This may include designing the look and feel of new screens, specifying data requirements (XML/XBRL), creating system validations, designing how information is displayed, functional testing, and providing recommendations to Division leaders on potential courses of action on substantive and/or novel technical issues.
  • Evaluating proposed and adopted rules\regulations to ensure any specifications within the rules\regulations are technically feasible.
  • Supporting the Division's response to EDGAR production issues, which may include working with the public to resolve issues.
  • Utilizing software and automated tools to write complex EDGAR queries to evaluate the progress of the Division's review program.
  • Performing analyses to define opportunities for new or improved business process solutions.
  • Facilitating and coordinating communication related to EDGAR between the Division and other Division and SEC organizations, such as the EDGAR Business Office. This includes communicating, verbally and in writing, with both technical and non-technical audiences about EDGAR functionality.

      Qualifications

      All qualification requirements must be met by the closing date of this announcement.

      Time-in-grade for this announcement is one year at the GS/SK-14 level.

      Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      BASIC REQUIREMENT: Applicant must possess IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer Service); explaining technical information orally to non- technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

      MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
      SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes the following: advising on EDGAR functionality and the electronic filing process for filers or filings agents submitting documents under the federal securities laws.
