POSITION SUMMARY:


IRCO seeks a professional Talent Acquisition Specialist to support its efforts to attract skilled, conscientious, and mission appropriate employees through an inclusive and efficient hiring process.

They will support and coach hiring managers as needed to ensure consistent and legally compliant practices across the organization.

This individual will manage the Applicant Tracking System (ATS) and use data to track and monitor key hiring and retention metrics.

They will partner with DEIB and Training and Development to develop and deploy an org wide inclusive hiring practice curriculum for managers.

The Specialist will be the leader in ensuring a positive candidate experience while staying abreast of developments in talent acquisition, including use of social media and other specialty online platforms.

The successful candidate will be collaborative, an experienced recruiter, tech forward, highly interculturally competent and enjoy contributing to a healthy workplace culture for all in support of IRCO's mission.


ESSENTIAL FUNCTIONS:

Form and maintain close relationships hiring managers to:

  • Ensure clear expectations for candidates and interviewers
  • Support recruitment the process with a focus on prompt action to shorten time to hire; identify staffing needs and candidate selection criteria
  • Provide guidance, support, and review of posting documents before handing them off to HR Assistant for posting to recruiting platforms.
  • Support or coach as needed to craft interview questions and that are effective, legal, inclusive, and tied directly to job duties and qualifications.
  • Support or coach as needed to evaluate application documents, screen candidates and facilitate pre-interview assessments.
  • Assist with review of resumes, coordinate with HR Associates on verification and entry of credentials in HRIS (Human Resource Information Systems).
  • Participate in interviews with shortlisted candidates as appropriate.
  • Promote IRCO's DEIB principles to ensure equity and inclusion in hiring practices; actively work toward building a diverse and qualified workforce.
  • Use social networking platforms to raise awareness of IRCO as an employer of choice.
  • Source qualified candidates through online channels such as LinkedIn and other professional networks.
  • Coordinate with HR Associates to facilitate a smooth onboarding process for new hires.
  • Assess candidate information, including resumes and contact details, using Applicant Tracking System (ATS); become subject matter expert on ATS.
  • Represent IRCO at recruitment events; to include live in-person and online career fairs.
  • Develop hiring strategies and procedures in line with industry trends and keep informed of advancements in the field.
  • Work with Training and Development Manger to train managers on system as needed.
  • Consult with outside experts as appropriate to validate IRCO hiring practices and ensure that they are legally compliant and aligned with recognized best practice.
  • Collaborate with HR Associates and Assistants to maintain job description archive.
  • Ensure that returning employee candidates are eligible for rehire.
  • Work with the Compensation and Benefits Specialist to review job descriptions for placement in the job class and pay grade structure to achieve internal pay equity, and market competitiveness.
  • Maintain the Job description archive.
  • Make offers to selected candidates after confirming appropriate compensation with the Compensation and Benefits Specialist.
  • Organize and attend job fairs and recruitment events to build a strong candidate pipeline.

SPECIAL PROJECTS

  • Improve and finalize job description format to tie directly to HRIS/ATS to ensure accurate and complete population of employee profiles, including exempt/nonexempt designation, EEO (Equal Employment Opportunity) class, workers comp ID and loading all current updated job descriptions into Paylocity.

SECONDARY FUNCTIONS:

  • Participate in IRCO based required training including DEIB programming.
  • Attend recurring all-staff meetings and, every-other-week HR Team check-in, every other week Finance/HR team check-in, etc.
  • Participate in policy work with strategic plan workgroup on request.
  • Pursue approved professional development in HR field.
  • Support IRCO's strategic goals and objectives.
  • Other duties as assigned.

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Three years' experience in recruiting or similar role
  • Experience sourcing candidates through various channels; (e.g. social media, LinkedIn, job boards, etc.)
  • HRIS/ATS experience; facility using data for analysis, tracking of hiring metrics, turnover, time to hire, cost to hire, etc.; pulling candidate demographics reports for use in DEIB dashboard, and for decision making and communicating with non-experts
  • Intercultural competence, ability to work effectively on diverse teams, understanding of and commitment to principles of equity and inclusion for persons of all identities.
  • Interpersonal skills, ability to listen, exercise empathy and consider other points of view.

Strong organizational skills:
ability to manage time, records, and data; ability to meet sometimes conflicting deadlines.

  • Professionalism and discretion in handling confidential information
  • English language fluency sufficient to communicate at a professional level with colleagues, external partners, and the employees that the HR Team serves
  • Oral and written communication skills commensurate with the demands of the position

PREFERRED QUALIFICATIONS

  • Project management skills and experience
  • Presentation skills and experience
  • Hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods.
  • Substantial Paylocity or similar HRIS experience, particularly with benefits and or ATS implementation
  • Bilingual or multi-lingual

KNOWLEDGE:

Education:
Bachelor's Degree (4) Or equivalent combination of training and experience

Certification:
PHR; SHRM CP certifications preferred

Experience:
minimum 3-4 years of experience is required (4)

Computers:

All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365: intermediate to advanced proficiency in Excel, familiarity working in cloud-based network environment; ability to utilize and/or manage information systems (HRIS), from guided module implementation to pulling reports, analyzing, and interpreting data for presentation to others.
