The Regional Director represents the National Capital Region and manages the following programs within the Region: Business Operations; Communications and Community Engagement; Facilities, Design, and Construction; Lands and Planning; Protection Operations; Resource Stewardship and Science; and Workforce and Technology. Programs managed not only have a local impact, but they also carry national and international recognition and responsibility. Other responsibilities include:
- Represents the Director in interactions with the Secretary of the Interior and members of his/her staff, members of Congress, Mayors of major cities, Governors, and other municipal authorities.
- Provides direction to parks to establish and grow strong partnerships and community relations; and supports park and program public affairs, media, and digital communications strategy and messaging.
- Oversees the collaboration of planning and development activities within the District of Columbia through various commissions. Represents the interests and concerns of the Department of the Interior, National Park Service, Regional Office, and parks within the District of Columbia when engaged with these commissions.
- Oversees a broad and varied external affairs program.
- Manages the full range of funds available to parks for operations and specific projects and a broad spectrum of significant public partnership projects and programs.
- Through key staff members, assumes responsibility for the protection of park resources and visitors. This responsibility involves the enforcement of applicable laws and the preservation of natural and cultural resources. Initiates efforts that conform to NPS-wide Safety Program goals.
Requirements

- Agencies must request OPM approval to appoint the current or former (within five years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position. Qualifications
We are looking for an individual with leadership experience in managing the preservation of a park in a large, geographically dispersed organization; who can demonstrate an understanding of, and experience in, cultural and natural resources; experience working with executive teams; possesses strong communication and interpersonal skills; and has attracted and retained a highly skilled and diverse workforce.
To be considered, you must submit a comprehensive narrative statement that addresses each Technical Qualification (TQ) and each Executive Core Qualification (ECQ). Applicants who do not submit a supplemental narrative statement that addresses each of these factors will not be considered.
Mandatory Technical Qualifications (TQs) *Required Documentation* : TQs are designed to assess an applicant's experience relevant to the specific position requirements. Each TQ narrative response must 1) not exceed two pages per TQ for a total of 4 pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results.
1. Describe the full breadth of your experiences and expert knowledge in managing complex partnerships with local, state, and national organizations (both government and non-government including elected officials and special interest groups).
2. Ability to manage complex land management programs that typically extend and apply to an entire organization or major components of an organization. This includes resource education and interpretation, law enforcement and emergency services, natural/cultural resource management and protection, wildland fire management, employee and visitor safety, commercial services, facility maintenance, construction management, recreation management, and environmental compliance.
Executive Core Qualifications (ECQs) *Required Documentation* : The ECQs are designed to assess executive experience and are required for entry to the Senior Executive Service. You must demonstrate exceptional leadership, managerial, and people skills; and know how to build partnerships and communicate with customers. We recommend two examples for each ECQ. ECQ narratives must not exceed 10 pages in total.
ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment.

ECQ narratives should follow the CCAR format provided at (Challenge, Context, Actions, Results). Each ECQ and TQ statement should include more than one example of relevant experience.
Your responses to the TQs and ECQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken.
This is a traditional method announcement, meaning qualification narratives are required. If you exceed the page limit for ECQs and/or TQs your application will not be considered. Please give a complete and detailed answer for each specific mandatory qualification demonstrating your experience. Typically experience will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations.
Each ECQ and TQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Do not refer to your resume or application to explain your experience or your application package will be considered incomplete and will not be considered. Failure to submit a narrative statement or specifically address the mandatory ECQs and/or TQs clearly is also considered incomplete and will not be considered. As a result, you will be rated as "INCOMPLETE".
If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, youonly need to submit a narrative statement covering each of the Technical Qualifications. You do not need to submit a narrative on the ECQs. SES CDP graduates must submit a copy of their CDP program certification with their package.

Additional information
--A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another Federal agency and who does not meet the conditions under 5 CFR § is not eligible for a recruitment incentive.
--A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS), to a different location at least 50 miles away from the one where his/her position of record is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
--Routine and situational telework may be allowed at the discretion of the supervisor.
--SES does not have Veteran's Preference and time in grade restrictions. Competitive status is not required.
--Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
--The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position.
