Duties

Serves as principal action officer for administration of the National Industrial Security Program (NISP) for National Ground Intelligence Center (NGIC). Serve as Security Specialist for the Industrial Security program. Verify contractor eligibility to perform on such contracts, and provides advice and guidance to contracting officers to ensure conformity with NISP requirements. Perform research and reviews, Performance Work Statements (PWS), Sole Source Justifications, Performance Surveillance Requirements (PRS), Operations and Maintenance requirements in the preparation of procurement packages and contract specifications Support technology protection with tailored security language. Maintain tracking and verification of assigned personnel security clearance information utilizing the National Industrial Security Program (NISP) Resolve difficult and complex security problems or issues, as well as to develop new methods and proposed new policy. Assist in appointing contract monitors and ensures correct contract security specifications for contracts requiring access to special compartmented information (SCI).

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 of AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter. TDY travel (CONUS and OCONUS) may be required at 25% or less of the time. Must be able to obtain and maintain a valid, state motor vehicle license. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which include assisting in the planning, directing, executing, and management of an Industrial security program that covers inspections, maintenance of facilities, and reviewing loss reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
