Duties
  • Applies expertise to manage development, interpretation, and implementation of policies and procedures regarding the DAF Community Partnership Program and monitors and evaluates effectiveness. Applies expert analytical skills to manage this cross-functional effort that integrates DAF efforts with state and local communities as well as private sector entities, where applicable, and leverages existing DoD and DAF authorities for community partnerships.
  • Applies expertise to support the Deputy Assistant Secretary on all Installation management matters related to DAF installation-community partnerships and partnership mitigation initiatives. Applies expert analytical and evaluative skills to determine the actions necessary to support the policies, plans, and budgets in the areas of community outreach and partnership development initiatives.
  • Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies, non-DoD defense community organizations, as well as state and local government agencies, to implement the DAF Community Partnership program. Ensures proactive communication within DoD and appropriate governmental agencies to stay abreast of any potential community partnership issues, such as changes in state-level or federal community partnership legislation.
  • Provides technical workload support, develop DAF policy, and provides professional consultation for HAF, MAJCOMS/Installations, OSD, Congress and other governmental agencies on community partnerships. Coordinates across the Headquarters DAF functional leads to identify and develop requirements for Air Force Community Partnership Program awareness education and training material.

      Qualifications

      In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

      SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the comprehensive, varying, and interrelated knowledge in urban planning, compatible land use, encroachment mitigation sufficient to assess capacities for community partnerships at the various echelons within the state and local governments and private agencies. Knowledge of organizational roles and missions to establish and maintain personal contact with personnel on the Air Staff, the Secretariat, OSD, other DoD components, and other federal agencies in order to obtain information, coordinate analysis and present results.

      FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

      KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

      1. Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods sufficient to analyze and evaluate the effectiveness of DAF Community Partnership program.

      2. Knowledge of the DAF Corporate Structure and Federal Planning, Programming and Budgeting System.

      3. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management.

      4. Ability to brief senior leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally.

      5. Ability to develop and maintain good working relationships and solid lines of communication with DoD, members of Congress and Staffs and external non-DoD agencies to include federal agencies and state/local municipalities.

      6. Ability to plan, organize, and direct the functions, and mentor, motivate and apprise the staff of an organization; foster the high ethical standards in meeting the organization's vision, mission and goals.

      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

      VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
