- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying knowledge of management principles, concepts and techniques for fact finding and analysis, and expert skill in planning, organizing, leading, and conducting complex assessments, as well as skills in justifying or resolving matters involving significant or controversial issues. Examples of specialized experience may include the following: 1) Preparing and presenting recommendations and briefings in approved formats to leadership and representing the organization in meetings and conferences; 2) Interpreting the intent of guidelines and deviating from standard methods to develop new approaches, methods, criteria and policy for analyzing information; 3) Evaluating the impact of fiscal policy changes and funding adjustments on program execution along with a firm understanding of applying strategic guidance; 4) Planning, organizing, designing, and carrying out programs, projects, complex analytical studies, and other substantive matters on key naval programs; 5) Applying excellent communication skills across media forums to highest levels of international partners, policy makers, and resource decision-makers; 6) Applying knowledge of Headquarters staff work, particularly Department of Defense or Department of Navy.

There is no education substitution for this series at this grade level.
A college degree is preferred but is not required.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
