General Description
This position provides training content development as well as performs training for leadership and staff of the Federal Mediation and Conciliation Service (FMCS) in Washington DC. Training is focused on the FMCS Enterprise Risk Management (ERM) program. This program ensures compliance with the Office of Management and Budget (OMB) Circular No. A-123, Management's Responsibility for Enterprise Risk Management (ERM) and Internal Control. Specifically, the successful candidate will be responsible for the development of an FMCS ERM training program, including creating ERM training documentation, training aids, etc., and performing remote-based training for all members of the FMCS staff.
Duties and responsibilities

  • Conduct a training needs assessment to identify gaps in risk management knowledge and skills of the FMCS staff.
  • Develop training programs and materials to enhance the FMCS workforce's risk management capabilities.
  • Deliver training programs developed using an online, remote-based strategy that involves selected collaboration tools (i.e., Microsoft TEAMS).
  • Provide input to the creation of a risk management competency framework and career development plan and incorporate results into training plans and content.
  • Develop a comprehensive training program specifically designed for FMCS managers, covering all aspects of ERM.
  • Conduct training sessions, workshops, and seminars to equip managers with the necessary skills and knowledge to implement and oversee ERM practices.
  • Provide ongoing support and resources for managers to maintain and enhance their ERM capabilities.

Specialized Knowledge
The successful candidate will have knowledge and expertise in the following areas:

  • Instructional design tools and techniques.
  • Office of Management and Budget (OMB) Circular A-123.
  • Development of interactive, online course content and associated training materials.
  • Ability to deliver course content using various collaboration tools.

Education
Bachelor's Degree, preferably in Education or Instructional Design.
Professional Certifications
None required.
Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.
Experience
Minimum of 5 years of relevant experience.
Citizenship
Must be a U.S. Citizen.
Skills and Abilities
Strong Problem Solving, producing positive outcomes and Return on Investment (ROI) for the Federal government.
Other Characteristics (e.g., Personal or Language)
Excellent oral and written communication skills in English. Must be able to work in a team environment with personnel from other companies, government program management and administrative personnel, and technical staff members.
