Position Overview

  • The Voice Systems Educator will play a crucial role in our organization by delivering comprehensive classroom training to Information Management Specialists (IMS), Information Management Technical Specialists (IMTS), locally engaged staff (LES), Diplomatic Security (DS), and personnel from various U.S. Government agencies on a range of telecommunication and data networking systems.

Essential Qualifications & Experience:

  • A minimum of five (5) years of experience in voice systems engineering, including standard installation practices, operations, and maintenance procedures.
  • Proven experience in delivering classroom instruction in an adult learning environment is essential.
  • Instructors should exhibit dynamic presentation skills.
  • Strong background in voice and data systems engineering, along with standard installation, operation, and maintenance practices.
  • Familiarity with telephony and networking terminology, as well as industry standards.
  • Ability to convey complex concepts to individuals with varying levels of expertise.
  • Experience in teaching voice and/or data networking topics.
  • Competence in programming and maintaining Avaya switches, including the CS1000E Call Server; vendor certification is preferred.
  • Experience with voice mail systems such as Call Pilot or Cisco Unity Connection.
  • Creation and delivery of online digital content.
  • Skills in identifying and resolving Quality of Service (QOS), routing, and real-time communication issues.
  • Minimum Cisco Certified Network Associate (CCNA) certification required within 180 days of employment.
  • Certified Technical Trainer (CTT+) certification is required; if not certified upon hiring, candidates must obtain this certification or complete the Department of State Training Tradecraft course (PD505) within 180 days of employment.

Preferred Knowledge and Experience:

  • Experience in teaching voice and/or data networking.
  • Knowledge of Call Accounting Systems, including Call Detail Recording for Avaya/Meridian Systems, and ability to configure third-party Call Accounting Systems.
  • Understanding of National Telecommunications Security (NTS) guidelines is desirable.
  • Experience in curriculum design.
  • Creation and delivery of online digital content.

Security Clearance:

  • Candidates must be eligible for clearance at the Secret Level. Interim secret clearance is required to commence employment.

General Responsibilities:

  • Conduct assigned courses and manage the classroom environment, including setup of computers and instructional materials. Prepare student evaluations and conduct counseling to address performance and learning deficiencies.
  • Exhibit excellent organizational, interpersonal, and communication skills, both verbal and written, and present advanced training concepts using Department of State technology.
  • Possess experience as an instructor in a technical training environment and a comprehensive understanding of adult education methodologies.
  • Participate in special projects, including attending seminars and training for curriculum development.
  • Consult with clients to analyze requirements and adapt instructional materials to meet the needs of Department of State employees.
  • Update course materials to align with industry and Department of State standards.
  • Design and facilitate workshops and review sessions.
  • Assist in the development of industry-standard training materials, including selecting appropriate commercial off-the-shelf (COTS) course content.
  • Design specialized seminars and workshops as needed.
  • Provide individualized tutoring and review sessions to enhance classroom and online training.
  • During the contract period, provide professional and technical expertise as outlined above.
  • Travel to domestic and international locations to conduct training as required.
  • Collaborate with other instructors to install and configure new equipment for training environments.
  • Adhere to established policies, processes, and procedures.
