Job Announcement

This position serves on the Medical Services Leadership Team and manages all aspects of high-quality jail-based health care services, including health clinic operations, medication dispensing, chronic disease management, specialty care, adjunct services, and administrative operations. Manages contracts and contractors necessary for health services operations including medical director, pharmacy services, dentistry, radiation, physical therapy, infectious disease care, and related services. Manages nursing administrative staff. Responsible for oversight of the electronic health record performance, system changes, improvements and contractor. Ensures collaboration and whole health management with behavioral health partners. Adheres to confidentiality regulation and standards. Develops and maintains institutional health care regulations and accreditation standards and assures compliance. Ensures that Standard Operating Procedures align with national and state regulation and mandates. Manages training needs of diverse workforce from onboarding to ongoing workforce development.

Effective July 13, 2024, compensation plans will be increased by 2% (market rate adjustment):

Illustrative Duties

Oversees and directs the efficient provision of medical and dental services for inmates of the Adult Detention Center;
Coordinates with specialty supervisors to provide guidance for all staff;
Develops and maintains institutional standards to ensure compliance with agency operating procedures and health care standards adopted by the American Correctional Association, the National Commission on Correctional Health Care, the Virginia Board of Corrections, and the Virginia Board of Health Professionals;
Coordinates the Branch's budgetary and accounting functions;
Works in conjunction with Financial Services Branch in the management of all medical related contracts;
Oversees establishment of fees and rates for co-pay services;
Coordinates and oversees development and maintenance of programs for services, research, and preventive medicines;
Serves as the agency's liaison with community health and welfare programs;
Evaluates medical services and care to ensure their effectiveness;
Represents the agency at interagency and community meetings, board meetings, etc.;
Prepares reports as necessary.

Required Knowledge Skills and Abilities

Extensive knowledge of health care policies, procedures, and practices;
Thorough knowledge of agency operating procedures and health care standards adopted by the American Correctional Association, National Commission on Correctional Health Care, Virginia Board of Corrections, and Virginia Board of Health Professionals;
Knowledge of supervisory principles, practices, techniques, and procedures;
Strong Organizational skills in the area of operations, budget, and project administration;
Demonstrated ability to effectively interface with diverse groups;

Skill in managing the work of subordinate health care professionals.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in Nursing, Health Care Administration, Public Health, Business Administration or a related field; plus, seven years of professional experience in a health care setting, including two years of program administration and/or managerial experience.

PREFERRED QUALIFICATIONS:
Seven years of professional health care experience, including two years of administrative and/or managerial experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, pre-employment medical evaluation, polygraph exam, psychological exam, and tuberculosis test to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Duties are performed in a correctional facility medical environment. Ability to work effectively under stress. Ability to communicate clearly & concisely, both oral and written. All duties may be performed with or without reasonable accommodations.
