Summary

In this position you will work as a member of the Office of the Chief Human Capital Officer, Employees Services Division. The ideal candidate for this position will serve as an agency senior consultant for employee and/or labor relations issues providing authoritative technical advice and assistance to senior management regarding agency-wide issues.



Duties

What will I do in this position if hired?

In this position, you will serve as a subject matter expert and advisor to agency management providing guidance on integrating the labor management relations program with other high profile and critical agency programs. Typical assignments include:

  • Provides authoritative interpretation of laws, regulations, policies, and procedures that govern LMR and develop broad policies or other LMR guidance for the NSF.
  • Reviews existing and proposed HR policies, both internal to FEMA and external (e.g., OPM and FLRA requests for comment) to FEMA to determine the effect, if any, on NSF labor-management agreements.
  • Provides oversight of inter-agency committees and working groups to formulate and implement new management practices that facilitate improved working relationship with union officials.
  • Direct, coordinates, or oversees work of subordinate supervisors and project leaders.
