POSITION DUTIES

This position assists the Chief Financial Officer and Deputy Financial Officer in performing accounting work in conformity with generally accepted accounting principles. Ensures compliance with applicable regulations by examining, analyzing and interpreting accounting systems, records and reports. Responsible for duties in the areas of cost accounting, system accounting and federal fund accounting, as well as responsible for certain aspects of general accounting such as payroll, petty cash, working fund, credit cards, accounts payable/receivable, financial analysis, provide support in the preparation of the department annual budget.\r

Additional duties include accounting and financial reporting for federal and state funds in compliance with Federal grant regulations. Maintaining the general ledger of accounting transactions; review, record, and allocate payroll transactions. Assists with preparing year-end accounts payables, journal entries, accrued expenditures, encumbrances and researching discrepancies.\r

entries and voucher payments in FMIS. Record transactions on our tracking\r
sheets.\r

Various\r
reconciliations such as bank accounts (working fund, operating accounts and\r
petty cash) and submit various reports to GAD relating to our bank accounts.\r

Review, track\r
and submit for processing:� Expense\r
Reports, Credit Card Activity, Requests for funds from AAA's and Outstanding\r
Warrants.\r
�\r
Track Grant\r
Activity in Excel spreadsheets our Google Tracking Sheet, i.e. awards, fund\r
requests and payments.\r
�\r
Assists in the\r
processing of various grants such as the Federal Financial Participation (FFP)\r
billing to the Department of Health.\r
�\r
Track payroll activity for both\r
regular and contractual payrolls.\r

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing. \r
Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. \r
Notes: \r
1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.\r
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. \r
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. \r
4. Applicants may substitute one year of professional auditing experience for one year of the required experience. \r
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education. \r

Preference will be given to\r
candidates who have one or more of the following skillsets or experience:\r
State of MD accounting/finance experience.\r
Experience working with state and federal grants.\r
