Duties

The position serves as the Director within the Office of Human Resource Management, Office of Compensation, Benefits Strategy, and Worklife in the Workers' Compensation Division AHB-300. The work activities impact directly on goals and objectives of the major subdivision, customer organizations, and the Federal Aviation Administration (FAA).

The Director leads all policies, procedures, and programs associated with the enterprise-wide workers' compensation program. Plans, organizes, and researches complex issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.

The incumbent directs the work of employees in managing the corporate workers' compensation program within the organization. The work includes complex projects/programs based on the objectives of the Workers' Compensation Division, major subdivisions, customer organizations, and the FAA. The Director provides authoritative advisory services and/or develops authoritative policy interpretations in the area of workers' compensation for all Department of Transportation (DOT) business units and manages the work of large projects/programs through subordinate employees to meet the strategic goals of the organization and the FAA. Managerial duties affect employees of the division projects/programs and include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of the division employees; coaching and developing staff and the division's capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Incumbent defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for division projects/programs. Manages budget and either reallocates resources among the division projects/programs or acquires additional resources as needed. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, customer organizations, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and conducts a variety of studies which include feasibility, desirability, compatibility, cost benefits effectiveness, and efficiency of human resource programs. Coordinates, oversees and completes special projects. Develop position papers on issues identified and track each issue until resolution.

Contacts are routinely internal and external. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. Represents the division in meetings with customer organizations, DOT, Department of Labor, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), summarizing program results, and influencing approval and implementation of agency-wide solutions and plans.

Applies advanced system thinking skills to incorporate a wide variety of perspectives from the various customer organizations, Directorates, and Contractors into sound recommendations. Implements and coordinates various projects and programs through the agency. Provides a range of consultation services, advice, and assistance to other FAA Office of Human Resource Management offices and customers across the agency, as well as external stakeholder communications.

  • This is not a temporary promotion.

    Qualifications

    Preferred candidates for this position will document specialized experience related to this line of work which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position.

    Specialized experience is defined as:

    Experience in applying the Federal Employees' Compensation Act and workers' compensation regulations and procedures. AND

    Experience with developing and managing a national workers' compensation program. AND

    Experience with evaluating national program issues and devising policies and procedures to improve efficiencies, including cost containment processes and metrics.

    You should document relevant examples of the specialized experience in your work history. You may be asked to provide evidence or documentation that you have this type of experience later in the selection process.
