Duties

Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major radio systems. Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems. Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM's initial radio systems acquisition requirements. Respond to a wide variety of inquiries, including formal protests and congressional inquiries. Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. One year trial/probationary period may be required. Selectee must be able to obtain and maintain a Secret security clearance. This position requires temporary duty (TDY) travel up to 15% of the time. Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Developing Performance Work Statements (PWS) / Statements of Work (SOW), Acquisition Plans, Acquisition Strategies, and Contract Data Requirements Lists; 2) Creating justifications and approvals, Market Research Reports, and Independent Government Estimates; and 3) Evaluating criteria for various complex procurement actions to develop contract strategies.

This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
