Job Overview

QED Systems, LLC is seeking a Contract Acquisition Support Specialist to provide essential support for our customer, Product Director (PD) Aerostats.

Key Responsibilities:

  • Assist in the planning, initiation, tracking, and preparation of Acquisition Requirement Packages (ARPs), along with contract administration support, ensuring compliance with FAR regulations and Army guidelines.
  • Documentation responsibilities include, but are not limited to:
    • Acquisition Plans and Strategies,
    • Performance Work Statements / Statement of Objectives,
    • Requests for Proposal / Requests for Quotation,
    • Contract Data Requirements Lists,
    • Quality Assurance Surveillance Plans (QASP),
    • Performance Requirement Summaries,
    • Acceptable Quality Levels,
    • Service Contract Approval Requests,
    • Proper Use of Non-DoD Acquisitions,
    • Requests for Information,
    • Independent Government Cost Estimates,
    • Cost Benefits Analyses.
  • Provide analytical support and recommendations for contract actions to fulfill mission requirements.
  • Represent PD Aerostats in meetings with external organizations to discuss program requirements and operational needs.
  • Act as the primary contracts liaison with vendors and other agencies.
  • Serve as a technical advisor for source selection boards as requested.
  • Review and provide recommendations on contractors' schedules, CDRL deliverables, and inventory management systems.
  • Monitor and manage contractors' deliverables and requests, ensuring timely and accurate processing.

Required Skills & Experience:

  • Detail-oriented with strong technical, verbal, and written communication skills.
  • Highly organized with a solid understanding of Army Program Management Office (PMO) operations.
  • Familiarity with various contract types (T&M, FFP, Cost Plus).
  • Comprehensive understanding of the DoD Acquisition Process.

Preferred Skills & Experience:

  • Experience with Computer Hardware, Enterprise Software and Solutions (CHESS).
  • Knowledge of Statement of Work (SOW) & Performance Work Statements (PWS).
  • Understanding of Contract Data Requirement Lists (CDRLs) and Justification and Approval (J&A) processes.
  • Experience in developing Service Acquisition Strategies (SAS) and Acquisition Plans.
  • Familiarity with DD254 - Contract Security Classification Specification.
  • Experience in conducting market research and analyzing results.
  • Knowledge of Theater Business Clearance and Requests for Proposal (RFPs).
  • Experience with Quality Assurance Surveillance Plans (QASPs) and Within Scope Memorandums.

Clearance Requirement:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret.

Qualifications:

  • Bachelor's degree with five (5) years of relevant experience, or eight (8) years of relevant experience in lieu of a degree.

Travel Expectations:

Minimal travel (less than 10%) is anticipated for this position.

Work Environment:

This role will be based in a collaborative office environment with the customer and other contractors.
