Duties


This position is located in the Special Operations Division (SOD), Operational Services Bureau (OSB), and Office of the Assistant Chief of Police for Uniformed Operations.

OSB provides specialized and emergency response to support the Department's operational needs. This is accomplished in the form of specialized training, enforcement, coordination, planning, equipment, and response policy development.

The Crime Scene Evidence Specialist position is responsible for responding to and assuming control of crime scenes located throughout the Capitol Grounds and its extended jurisdiction in order to photograph, sketch, record, collect, and preserve all items of evidentiary value.

Receives logs, secures, tracks and disposes of physical evidence collected during criminal investigations using automated evidence management systems.

Maintains chain of custody; protects and preserves the integrity of evidence to ensure it is not compromised, damaged or altered, ensures that only authorized individuals have access to scenes, evidence and other secure laboratory areas.

Advises other units on proper evidence handling and security procedures.


Locates, develops, preserves, analyzes and compares fingerprints, palm prints, footprints, footwear, and tire track impressions both at the scene and in the laboratory using photography, powders and chemical processes.

Uses and maintains automated systems to record and sketch scenes to include the location of evidence. Maintains all notes, reports, documents, sketches, photographs and other digital media related to the scene.

Enters and searches latent print evidence in the Automated Fingerprint Identification System (AFIS) and Next Generation Integrated Automated Fingerprint Identification System (NGI).


Performs the full range of crime scene processing functions at scenes within the United States Capitol Grounds and its extended jurisdiction.

Processes scenes associated with person and property crimes to include stolen vehicles, motor vehicle accidents, burglaries, thefts, robberies and assaults.

Uses special handling and safety precautions in the collection of weapons, vehicles, chemical agents, narcotics, explosive/pyrotechnics material, hazardous/biohazard materials (to include poisonous, corrosive, and highly combustible materials, blood, body secretions, etc.) in order to minimize risks and reduce the potential of exposure.

  • You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one-year probationary period. Must have Direct Deposit. Must be able to obtain and maintain a valid driver's license. Must be able to lift up to 50 pounds. Must be able to obtain and maintain a secret clearance. Must successfully pass a pre-employment drug-screening test. Shift work is required. Must complete all required training. Must work rotating shifts during training and be available for any shift. Must be willing and able to work nights, weekends and holidays. Must wear a USCP-issued civilian uniform while working in an on-duty status. Must have a current Crime Scene IAI Certification.

    Qualifications

    In order to qualify, you must meet the education and/or experience requirements described below.


For the CP-07 level, you must have one year (52 weeks) of specialized experience equivalent to at least the CP-06/GS-08 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes the knowledge and performance of the following duties: 1) Analyzing and evaluating conditions related to various crime scenes; 2) Applying appropriate collection methods and a variety of standard techniques/procedures; 3) Exercising judgment and understanding on how to collect and package various types of evidence; 4) Presenting written and verbal reports on evidence issues and 5) Experience in recording, searching, retrieving, analyzing and comparing fingerprints, palm prints, foot prints, footwear and tire impressions.

Substitution of Education for Experience:


To qualify at the CP-7/GS-9 level, master's, equivalent graduate degree, or Two (2) full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D., if related.

OR

Combination of Education and Experience:
To qualify at the CP-7/GS-9 level, equivalent combinations of specialized experience and graduate level education may be used.

Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying.

However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission.

The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
