SUMMARY

Under the direct supervision of the Chief Program Officer, the Director of Youth Services provides oversight and strategic direction for all SCS youth programs in Baltimore City. The Director of Youth Services is responsible for integration, collaboration, and efficiency of all youth programs offered through the Youth Resource Center and funded by the U.S. Dept. of Housing and Urban Development (HUD), namely Youth Homelessness Demonstration Project (YHDP), Rapid-Rehousing and Permanent Supportive Housing programs, Youth Advisory Board, and the Youth Training Center once opened. This position will play an essential role in the development of the Youth Training Center, leading and/or contributing to discussions regarding operations, programming, staffing, funding, partnerships, etc


PRIMARY DUTIES AND RESPONSIBILITIES

  • Provide supervision and program oversight to youth-facing case management, clinical and administrative staff to ensure that services are client-centered, trauma-informed, culturally competent, and delivered with the highest standards of quality.
  • In partnership with the Chief Program Officer, assist with the implementation of new policies/procedures/initiatives related to efficient program operations.
  • Serve as the primary point of contact for youth programs at SCS.
  • Lead program development initiatives for Baltimore City youth programs as they arise; this includes new programs and current programs that require restructuring.
  • Build and maintain a network of external stakeholders to develop a robust array of resources for youth to access to improve overall quality of life and promote self-sufficiency.
  • Engage with all workgroups formed in the development of the SCS Youth Training Center
  • Work with the Youth Advisory Board to inform program services, identify gaps in services, and strategize on potential opportunities for intervention.
  • Provide financial and programmatic reports to agency administrative staff, leadership, and funders as required.
  • Ensure grant compliance through provision of services consistent with grant deliverables.
  • Collaborate with IT/billing departments to ensure that program metrics, processes, and workflows are effectively captured in the agency’s Electronic Health Record (EHR) system and in accordance with any relevant billing standards.
  • Ensure that programmatic activities are within the scope and allowances of the program’s budget; work with the finance team to meet grant and agency’s funding requirements.
  • Participate in jurisdictional fundraising activities.
  • Assist in identifying funding sources and writing grants to maintain and enhance programmatic funding.
  • Establish activities to enhance and promote staff development.
  • Recruit and hire staff as necessary.
  • Other duties as assigned.


GENERAL DUTIES

  • Facilitate/co-facilitate biweekly team meetings to create an opportunity for team building, staff education, case consultation, and integration across disciplines.
  • Monitor case management and clinical staff’s productivity and work with administrative staff to ensure client referral process and client scheduling is efficient and free of waste.
  • Provide oversight of grant funded programs and ensure submission of monthly, quarterly and/or annual performance reports.
  • Establish program goals and objectives with measurable and time limited outcomes.
  • Maintain collaborative working relationships with outside agencies.
  • Provide backup clinical support for clients requiring Emergency Petitions and clinical crisis intervention.
  • Participate in regularly scheduled Directors and Leadership team meetings, and agency workgroups when applicable.
  • Participate in program-wide compliance activities.
  • Participate in regular Billing meetings (if indicated) to ensure that behavioral health services are billed properly and in a timely manner.
  • Ensure all administrative functions required to maintain the operation of the office, including but not limited to HR management (employee performance reviews, timesheet approvals, disciplinary actions, etc.) and financial management (check requests, mileage reimbursements, ensuring fiscal compliance and meeting budgetary requirements, etc.) are completed timely and accurately.
  • Other duties as assigned.


SUPERVISORY RESPONSIBILITIES

This position provides direct supervision to case management, behavioral health, housing and administrative personnel under the youth programs in Baltimore City. Responsibilities include:


  • Provide administrative oversight and final supervisory decision-making of case management, housing and clinical services for youth programs in Baltimore City.
  • Review and sign off on staff documentation associated with delivery of client services.
  • Complete all agency-mandated HR documents timely including, but not limited to performance evaluations, supervision logs, timekeeping, disciplinary actions, and onboarding and termination.
  • Provide consistent feedback to staff and ensure all employee events are properly documented.
  • Ensure new hires are properly oriented to their new role and agency, and trained to ensure they are successful at SCS.
  • Establish annual clinical and professional development goals with staff.
  • Encourage and provide opportunities for staff development.
  • Other supervisory responsibilities, as assigned.


EDUCATION and/or EXPERIENCE

  • Master’s Degree from an accredited social work, professional counseling, or marriage and family therapy program.
  • Licensure at the highest professional level. Board approved supervisor strongly preferred.
  • A minimum of five years post-masters experience within a clinical program including supervision of staff, program management and development and a minimum of five years experience working with marginalized, underserved youth with advanced knowledge of the individual, family, and community dynamics that impact this population.
  • Knowledge of compliance with HUD grants like CoC and ESG is a plus.
  • Proficiency in providing culturally competent, culturally sensitive, and trauma-informed care.
  • Ability to work with persons of diverse backgrounds.


LANGUAGE SKILLS

Ability to write reports, business correspondence, and/or program procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, collaborative agencies, and/or the general public.


Ability to respond to common inquiries or complaints from clients, regulatory agencies, or members of the community. 


Ability to effectively present information to top management and/or boards of directors.


CERTIFICATES, LICENSES, REGISTRATIONS

LCSW-C (Preferred) or LCPC licensure in the State of Maryland required. Board Approved Supervisor preferred.
