Position Summary

The primary objective of this role is to identify, implement, and assess community-oriented early intervention, diversion, and Children in Need of Supervision (CINS) programs and collaborations to fulfill the goals set by the Maryland Department of Juvenile Services. This position is responsible for building relationships with both internal and external stakeholders, developing and nurturing partnerships, and delivering education focused on early intervention in the community.

This role necessitates advanced knowledge of pre-adjudication and diversion methodologies, intake principles, Maryland judicial processes, and relevant legal and regulatory frameworks. Additionally, the individual must possess a solid understanding of administration and management, integrated case management systems, community service delivery frameworks, personnel processes, and strategic planning techniques.

The incumbent must demonstrate the ability to exercise sound judgment and discretion, articulate ideas clearly and effectively, foster professional relationships with other agencies and stakeholders, motivate and enhance productivity among staff, manage personnel conflicts adeptly, and recommend administrative procedures as needed.

Minimum Qualifications

Education: A Bachelor's degree from an accredited institution.

Experience: A minimum of four years of experience delivering case management services to youth facing emotional or social challenges, delinquency, victimization, or exceptional circumstances in community or residential environments.

Preferred Qualifications

Preference will be given to candidates who possess the following qualifications:
  • A Bachelor's degree in a relevant field such as Social or Behavioral Sciences, Criminal Justice, Sociology, Psychology, or Social Work.
  • At least three years of supervisory experience overseeing Case Management Specialists in community or residential settings.
  • Experience working within or alongside the juvenile justice system.
  • Ability to manage and oversee community outreach and early intervention program development.
  • Knowledge of early intervention programming options available for youth.
  • Strong communication skills, both written and verbal, with the ability to establish rapport with diverse individuals.
Licenses and Certifications

1. Candidates must obtain full certification from the Maryland Correctional Training Commission within 90 days of appointment and maintain this certification throughout employment.

2. Employees may be required to operate a motor vehicle and must possess a valid motor vehicle operator's license in the state.

1. Candidates must meet specific qualifications as outlined by the Maryland Correctional Training Commission, including:
  • U.S. Citizenship or Resident Alien status
  • Minimum age of 21
  • Successful completion of a thorough background check, including fingerprinting and drug testing
  • Oral interview
  • Physical and psychological evaluations
