Legislative and Policy Analyst – Washington, DC

ASHRAE, an international nonprofit engineering and standards-development organization, has an immediate opening for a Legislative and Policy Analyst. This is a key position in ASHRAE’s Government Affairs Department, located in downtown Washington, DC. The Government Affairs Department is involved in a wide range of government outreach, engagement and advocacy activities that require significant analytical support. This position will support the Government Affairs Director and Government Affairs Managers by conducting research on legislation, policy, and regulations at the federal, state, and local levels, along with some efforts beyond U.S. boundaries (tentatively focused on Canada, the EU, and Africa). Furthermore, the Analyst will assist the department by assisting with outreach to government officials, drafting letters, and writing newsletters. The Analyst will also assist the Director by compiling background information for meetings, drafting memos to support high-level meetings, and creating fact sheets and other collateral to support government advocacy and outreach. This position will report to the Director of Government Affairs.


Key Responsibilities:

Legislative Research and Policy Research: Read and analyze legislation that has been introduced by the U.S. Congress, state legislatures, city governments, and as directed, jurisdictions outside the U.S. Identify legislation and policy proposals that are relevant to ASHRAE, and effectively prioritize engagement on emerging opportunities. Build proficiency in ASHRAE’s legislative tracking software and diligently maintain records of ASHRAE’s engagement. Read and analyze federal rulemaking for items that are relevant to ASHRAE, and effectively prioritize engagement. Review and summarize committee hearings. Create policy reports and legislative reports. Research past legislation. Develop exceptional familiarity with ASHRAE, including its public policy priorities and positions.

Government Outreach Support: Draft outreach and advocacy letters to lawmakers and government officials based on prioritized legislation. Draft talking points to support ASHRAE volunteer members in their outreach to government officials. Meet with government officials and legislative staff as needed to support ASHRAE government advocacy.

Program Management: Write newsletters and news articles as needed to support the department. Support high level meetings by compiling background information, developing briefings, and creating fact sheets and other collateral documents. Support the Director with organizing high-level meetings and outreach. Assist the department with managing online resources. Complete other tasks as assigned.


Qualifications:

  • At least two years of relevant work experience, beyond internships.
  • Work experience in state legislatures, the U.S. congress, government affairs, lobbying, or membership associations. Experience working in energy efficiency, indoor air quality, building sciences, and/or building standards and codes will be viewed favorably.
  • Proven ability to analyze legislation.
  • Strong policy and legislative research skills.
  • Strong writing skills.
  • Knowledge of the legislative process.
  • Ability to work in a fast-paced environment during legislative sessions.
  • Ability to quickly learn new policy fields.
  • Exceptional attention to detail.
  • Ability to work collaboratively with both in-person and remote colleagues.
  • Proficiency with the Microsoft Office Suite.
  • Ability to learn new software skills quickly.
  • Familiarity with legislative databases and online portals.
  • Proven multi-tasking and time management skills.
  • A strong sense of accountability, is self-motivated, dependable, and has exemplary ethical standards.
  • Great attitude and team player
