Senior Legislative Policy Analyst

America's Health Insurance Plans (AHIP) is seeking a highly skilled Senior Legislative Policy Analyst to join our team. As a key member of our State Affairs and Policy division, you will play a critical role in shaping the future of healthcare policy.
Job SummaryThe Senior Legislative Policy Analyst will provide advanced-level policy analysis and legislative/regulatory support services to AHIP's state policy and state advocacy divisions. This includes tracking and analyzing state legislatures and agencies' issuance of health insurance legislation and regulation, maintaining comprehensive compilations of these materials, and identifying and tracking state policy issues.
Key Responsibilities- Track and analyze state legislatures and agencies' issuance of health insurance legislation and regulation at an advanced level.
- Maintain comprehensive compilations of these materials, identify and track state policy issues, and provide advanced-level analysis and sharing of this information within AHIP.
- Work with State Advocacy Regional Directors, state trade associations, and local retained counsel to identify priority issues and assist with implementing policy and advocacy strategies in assigned states.
- Prepare advanced-level written communications, including State Strategy Team memos, legislative and regulatory updates, testimony, comment letters, and talking points in collaboration with the State Advocacy Regional Directors, State Policy, and AHIP Verticals as appropriate.
- Assist with the quality assurance and standards of written materials developed externally, including written communications prepared by staff, legislative and regulatory updates, testimony, and comment letters.
- Maintain information on assigned states in AHIP's state legislation and regulation electronic tracking system (iTrak), including making corrections and additions to summary information received from an outside vendor and adding notes for internal use.
- Identify legislative and regulatory actions for reporting in weekly State News.
- Respond to questions about bills, laws, regulations, and requests for materials from AHIP members and staff.
- Participate in state research projects, including 50-state surveys and updates of current legislative and 50-state survey charts, and produce member materials responsive to critical emerging issues in the states.
- Meet regularly with State Advocacy Regional Directors to review the status of priority bills and regulations in assigned states.
- Assist with projects requiring policy and legislative knowledge or experience.
To be successful in this role, you will need:
- A Bachelor's Degree in a relevant field, such as health policy, public policy, or a related field.
- Minimum of 7-8 years of experience working on health insurance-related issues, with experience working in a state legislature or health insurance regulatory agency.
- Ability to read, interpret, and analyze legislative and regulatory statues.
- Experience working with membership associations and health insurance plans is highly desirable.
- Proficiency with office productivity tools, including Google Docs, Microsoft Office, and Excel.
